A Study On The Role Of University Technology Innovation To Changing Of Economic Development Mode In China

China’s reform and opening up 30 years of economic development has made remarkable achievements in economic aggregate ranked second in the world. But in recent years, China’s economic growth slowing to about 7%, and faces declining competitiveness of traditional industries, rising prices of factors of production, resources on the verge of depletion, environmental damage and other serious problems, comprehensive and sustainable economic and social development is facing severe challenge. Our formulating economic development plans "during the" from the proposed transformation of economic development, but for a long time, a lot of places or in the way of economic development continues past, and no substantive changes occur. The party’s 18th congress made it clear "to speed up the formation of a new mode of economic development, to promote the development of a foothold to improve the quality and efficiency up." In the new historical period, the transformation of economic development is desperately needed.Technology innovation is the power source to the survival and development, industry, regional and national competitiveness, enhance the fundamental guarantee. In the context of the current resource constraints, energy constraints, environmental constraints, there is no innovation supporting the development is not sustainable. University technology innovation system is an important part of the national innovation system, has an important role of supporting and leading regional economic and social development. However, there are few literature discussing the role of university technology innovation to changing of economic development mode in detail, this paper attempts to explore this proposition, it is important for colleges and universities to enhance the level of technology innovation, enhance our technology innovation ability and building innovation country, promote economic development mode shift, not only has a strong theoretical significance, but also has a strong practical significance. Specific studies in this article include:First, the role of the changing of economic development mode based on university technology innovation. Based on the research of China’s major goal at this stage of the transformation of economic development mode and university technology innovation system, the paper argues that the role of university technology innovation to promote economic development mode change is mainly reflected in the following three aspects of the comprehensive function:improving business efficiency, optimizing industrial restructure and reducing environment pollution. From these three aspects this paper expounds the mechanism of the changing of economic development mode based on university technology innovation, and analyzes the the main factors influencing it.University technology innovation capability evaluation is the second part. This article builds evaluation index system from the following five aspects:foundation of innovation, innovation input, innovation networks, innovation output and technological achievements commercial constituted by university technology innovation ability model and evaluates university technology innovation capability of 2004-2013 in China using factor analysis. Results show than there is a big difference between the regional and interregional university technology innovation, national level is low.Third, empiricaly analyze the role of university technology innovation to changing economic development mode. The paper makes empirical test in three areas:university technology innovation to improving business efficiency, university technology innovation to industrial restructuring and university technology innovation to reduce environment pollution by using regional panel data of 2004-2013 in China. Results show that the role of university technology innovation to changing of economic development mode has already appearred, the role in the northern coastal and the eastern coastal economic zone is stronger than the other ereas.Through empirical analysis of regional panel data, on one hand, the theoretical model of university technology innovation to promote economic development mode shift is verificated, on the other hand the regional university technology innovation ability is evaluated to provide reference for the university technology innovation policy to promote economic devlepment mode transformation, so the paper has a strong theoretical and practical research value.
