Competition in military field in the final analysis is the competition of talents. At present, the new military revolutions with the core of information are carried out in the world especially in the Western powers that strive to cultivate high-quality talents in order to seize the commanding heights of military field. Professional and technical talents of our troops are directly undertaken the responsibility of scientific research, teaching and support duty, are the backbone of promoting military reform with Chinese characteristics. To implement the strategy and performance of winning" historical mission, we must build a troop which is politically qualified, with a fine work style, excellent skills, perfect technology abilities, reasonable structure, orderly and full of vitality, could complete any task successfully. The troop provides the powerful support of professional and technical talents to promote the development of science and culture of military, great-leap-forward development and win the information war as a military modernization construction.. With the guide Marx’s thought of military talent theory, this article takes the army of professional and technical talents as the object, and uses other disciplines of research results for reference.in order to have deep discuss and research on the development of professional and technical talents. The full text is divided into six chapters, and the main ideas and contents are as follows:The Six chapters:Chapter one:introduction.This chapter presents the origin of article. Firstly, introduce the purpose significance and the research background of domestic and overseas. Secondly, introduces the present research situation at home and abroad, and the content structure and research methods of this paper. Finally are the innovations and deficiencies.Chapter two:theory.First part is the concept definition that this paper relates to. Second part is to explain the relevant talents theory, human resources theory, and the history of thought of China’s military talent, to summarize the rule of at the same time. Third part is the theoretical basis of this thesis, the military talent theory of Marxism, including Marx, Engels. Lenin, Stalin, and the fourth generation of Chinese Communist Party’s collective leadership, Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and so on. Finally is the analysis of technical talents in China characteristic military professional quality. The quality of the professional and technical talents in the army can be divided into three aspects:political quality, professional quality and comprehensive quality. Military professional technology talents must have advanced political quality. Taken the advanced political quality as the primary qualities required to measure new high-quality military professional and technical talents. That is directly related to the barrel of a gun could be mastered in safe hands or not, directly mastered to guarantee the absolute leadership of our party over the army or not, directly related to our army’s nature and fundamental problems remain army modernization in the right direction or not. Above all, that is really a big problem in relation to our party and our troop’s fate. Service quality is the core quality of the military technical talents. The military professional talents are required not only with abundant knowledge of military, science and technology, and the humanities, but also the exquisite professional knowledge and skills. Only to possess higher professional technical abilities, can military make a greater contribution to the armed forces and the state in certain fields of science and technology, also to realize the value of their professional and technical talents in scientific and technological innovation and military construction. The comprehensive quality of every soldier should have contains the soldier’s military quality, physical quality and psychological quality. To improve the comprehensive quality of soldiers in order to adapt the development of future information war requirements, the change conditions request for future battlefield and the requirements of future information war.Chapter three:the development process and the status of Chinese characteristic military professionals.First part, introduces the tortuous course of development of the military professional and technical talents in our country. From the reform and opening up for a long time, national defense expenditure is compressed in the low limits, in order to ensure that the officers and men of the most basic living needs, can only implement the wage and welfare policy of equalitarianism, even in our material foundation have been greatly improved today, this phenomenon is difficult to overcome. Besides that the official standard color is quite strong. China has always been the* official standard’tradition, the officer is always treated as high. In daily life, some people with low qualifications, low ability, but seniority, good relationships, get better wages will than those educated, high ability. This will not only inhibit the majority of professional and technical talents’work enthusiasm, but also have a more profound negative effect.Secondly, to put the professional and technical talents selection and appointment mechanism forward. One hand, the resource allocation mechanism is not perfect. Military talents are important resources playing decisive roles in the construction of the army, which is belonging to the scarcity of talent resources, no matter in the field of economic or military field. Because of the scarcity of resources, can not be limited to meet military departments need for talents, must make the arrangement of the different departments and units of the talent demand, and choose the configuration corresponding to other resources, so that the human resources and forces inside would be in the best combination. Only realize the reasonable configuration of human resources and other resources, the optimum can be realized. Second hand, must be the competition mechanism problems.
