President Xi Jinping pointed out that talent resources are the first resource.In the society,with the increasing role of all kinds of human resources in promoting economic and social development,and the idea of innovation-driven development has become more popular and the priority development of human resources has become the consensus of all sectors of society.As a major component of human resources,professional and technical talents have also become the focus of completion in various provinces,cities and regions.Since 2018,competition for human resources has become increasingly fierce in various places,especially for professional and technical talents with certain skills.Various forms of talent incentive policies have been introduced to encourage professional and technical talents to come and innovate locally in various provinces and major cities,such as lowering the entry threshold,providing funding support,special treatment,settlement fees,and living subsidies.As an underdeveloped province in the western region,Gansu Province has always attached great importance to the development and utilization of human resources,and made great efforts to build a talent support system.In particular,it has formulated a series of effective talent incentive policies for professional and technical talents,and has made certain achievements.However,from the current point of view,there are some outstanding problems,such as insufficient total amount,unreasonable structure and serious loss of professional and technical talents in Gansu Province,especially in the face of the excellent talent incentive policy in various provinces,which not only presents the problem of massive brain drain,but also faces the dilemma of insufficient use of talents,which makes the talent problem become the bottleneck restricting the economic and social development of Gansu Province.Based on the theory of human capital,the theory of demand level and the theory of double factors,this paper first defines the research methods and related concepts involved in this paper,then systematically collates the main talent policy documents formulated by Gansu provincial party committee,provincial government and provincial talent department since 2008 to 2018.The questionnaire was designed and distributed around the implementation of talent policy,talent system and mechanism,talent structure,talent development environment,talent incentive policy satisfaction and other dimensions.This paper analyzes and studies the problems existing in the incentive policy of professional and technical talents in Gansu Province and its main reasons,and then puts forward some countermeasures and suggestions to improve the incentive policy of professional and technical talents in Gansu Province.
