Education is in an era of reform. With the continued effects of the globalization and the advancement of social transformation in China, the environment of primary and secondary schools is undergoing the profound and great changes.Just as abroad,schools(especially principals) have to pay attention to and think about the actions on how to meet the challenges due to the changes of economic, social and cultural development.The original management system,style of leadership, the traditional pattern of curriculum and instruction,and teachers’ professional development path, etc.has stretched under the new situation.The principals have to consider the ways how to carry out accurate and effective changes to ensure the transformation and development of the schools.New requests to principal’s duty and role were put forward due to the changes of internal and external environment of school. The principal is not only an educator who have to hold the education ideal and lead the teachers professional development;but also an administrator to carry out the national education policy, to manage the school daily work in a proper way and ensure the normal operation of schools in good order. Besides,the principal have to be a leader who have to lead all the teachers and students to create school’s vision, seek common development strategy,as well as the path and strategya how to achieve the vision in order to improve the efficiency and effectiveness of school.As an important leader of school development and reform, principal’s leadership is an important factor affecting the development of the school,as well as the key factor to realize the responsibility.In recent years, our government and department of education have pay attention to the development of the principal and take various measures to improve the management system of the principal and the degree of principal’s specialization actively.However, the professional standards and the evaluation system were lagged behind which influence the development and improvement of the principal professional ability.Under the current situation of principal evaluation in our country, the principal management system and professional improvement were affected by the lack of evaluation tools, distortion of evaluation purpose,unclear evaluation content and lack of professional support.Based on the above background, this paper explores a set of reasonable and effective evaluation index system, which based on the principal professional standards and focus on the principal leadership.It can be used to distinguish the principal leadership level, and help principals to improve their consciousness and competence of leadership. The contents of dissertation are as follows:The first part elaborates the background of the principal leadership evaluation based on the literature reading and the principal interview.Then this part interpret and analysis the transformation of principal’s roles and responsibilities from the background of education and school reforms.Thus,it clear the problem of thesis,that is why the principal leadership evaluation become necessary?The second part is mainly the basis research about the principal leadership evaluation system.First of all, review the development and application of the leadership theories, then analyze the enlightenment and significance of the theory of leadership to the research and development of principal leadership.Through the comparative analysis of Chinese and foreign principal evaluation index system, the thesis can summarizes the similarities and advantages in order to lay theoretical basis for the third part.The third part is the construction and practice process of evaluation index system of principal leadership.Based on the first two parts, this part we’ll build a basic framework of the evaluation index system of the principal leadership preliminary and establish the principal leadership evaluation index (experts) questionnaire.Then we’ll organize the Delphi expert advisory group and make two rounds of expert consultation. Through the test and revise, we’ll set up evaluation index system of the principal leadership which has more expert validity (content).In addition, this part will elaborate the reasons and ways in selecting the contents of the evaluation index system, as well as the basic connotation of the index.On this basis, we’ll choose 1-2 cooperation school’s principals as the sample and use the evaluation index system.After the test,we’ll get the data and form a corresponding evaluation report to the principal.The fourth part is the prospect for the principal leadership evaluation.China have to reform and improve the way of principal evaluation and outstand the guidance and professional of principal leadership evaluation.Besides,we should emphasize the main role of principal in the evaluation and build the style of consultative and construction principal leadership evaluation.As the key member of school reform, principal’s leadership and professional degree will be an important factor for the reform.The evaluation index system which based on the professional standards and focus on leadership promotion will play its guidance and leading role in improving principal professional level. In addition, the evaluation index system emphasizes the multi-agent participation and negotiation which will arouse the participation and enthusiasm of different agent during the reform. All the activities will propel the reform and development of schools in multi dimentions.
