Under the circumstance that vocational education starts to revitalize, the value orientation of its personnel cultivation turns to the direction of “quality-based”, putting much emphasize on developing vocational students’ all-around quality and enhancing substantial career competencies. Gradually, Student organizations in vocational schools play an active role in pushing forward the cultivation of student with comprehensive qualified competencies. Among various study of student organizations in vocational schools, there are two study orientations. One is to construct a theory base of the personnel cultivation of student organization while another is to dig out problems they faced with, in hope of finding out suitable solutions. During the process of searching corresponding materials, it is found that in America, Career and Technical Student organizations(shorthanded by CTSOs) play a vital role in the vocational personnel cultivation. Coordinating with vocational schools, companies, communities, as well as governments, they aim at improving vocational students’ employing abilities, leadership,career competencies as well as academic skills, getting rid of narrow vocational skills training while turning to make use of abundant programs and activities to combine theories learned from curricular study and various vocational, social practice,constructing a unique vocational personnel cultivating system. Therefore, the investigator can not help to ask: how did CTSOs form and develop? How did they coordinate with vocational schools, companies, communities, as well as governments,?In the coordinating personnel cultivating community, how did they cultivate students of career and technical education? What can we learn from CTSOs’ coordinating personnel cultivating mechanism?Focused on those core questions mentioned above, the study takes “coordinating cultivation mechanism of CTSOs” as core concept, embarking on exploring the mechanism formed through the cultivating process of career and technical education students among CTSOs and related subjects. By the method of literature, the approach of comparative study as well as historical study, the effort is put forth to the contents which contain 4 parts and 6 sections.Part one contains one section, that is why the investigator should study CTSOs coordinating personnel cultivating mechanism, including “Introduction: directing to the coordinating cultivation of CTSOs”. Owing to the transform of vocational personnel cultivating object, traditional training of simple, repeating job skills becomes to give place to the cultivation of comprehensive career development competencies. In face with the change, CTSOs present a huge superiority. However, the vocational student organizations in China have much shortcomings in assisting personnel cultivating of vocational education. Therefore, the reasons for selecting such a title are push forward and the thought of this paper is formed.Part two contains one section too, that is the formation of CTSOs,including”chapter one: the historical development of CTSOs”. This part mainly discusses the sprout, system construction, development as well as transformation of CTSOs. It not only comprehends time background and CTSOs development state, but also reveals CTSOs’ relationship with the economic development and revolution of career and technical education and analyses CTSOs’ features in different historical developing stage.Stage one: the sprout of CTSOs. Influenced by American industrial revolution, the traditional status of agriculture begun to fall and students in countrysides lost interest toward agricultural life and study. Therefore, in order to arouse students’ interests,agricultural teachers set up youth clubs for students, which are the predecessor of CTSOs. At this stage, the activities of those clubs contain agricultural contests, library study and assembly study. However those clubs were scattered, objectives and activities were not closely related to formal class study. Besides, those clubs were still in a state of spontaneity.Stage two: the systematizing process of CTSOs. As the increase of agricultural schools and the realization of secondary vocational education legality, youth clubs developed quickly. Soon, a lager organization for vocational students at state level and federal level started to emerge and substituted youth clubs, and the”federal- statedistrict”system becomes the model for CTSOs.Stage three: the scale growth of CTSOs. As emergence of new vocational majorsand the status recognition of CTSOs in vocational education laws, the speed and variety of CTSOs boomed. In this period, CTSOs gradually became a integral part of vocational education and actively adjusted its objectives and activities to assist vocational personnel cultivating. CTSOs started to step to a stage of consciousness.Stage four: the connotation development of CTSOs. In this period, the manufacturing industry showed a trend of intensive development while vocational education is characterized by a linkage of secondary and post secondary education and a trend of pursuing students’ career development. CTSOs instantly adjusted itself, made a modification of its structure, objectives as well as its activities.Part three contains three chapters, focusing on “how does CTSOs collaborate with other subjects and implement vocational personnel cultivation”. To be specific, they are respectively”chapter two: the relation logic and collaborating basis among CTSOs and interrelated subjects”, “chapter three: personnel collaborating cultivating mechanism that CTSOs take part in” and “chapter four: the features of personnel collaborating cultivating mechanism that CTSOs take part in”. In order to explore the relationship among CTSOs and other subjects, make it clear how’s the law going and reveal the motives, the operating process and the safeguard of collaborating personnel cultivating,through the usage of historical study method and literature study method, it is found that:Firstly, from the perspective of historical development, the cooperating relationship of CTSOs and other subjects experienced a process from the shallower to profound. Beneath the relationship, the value recognition of “humanism” vocational personnel cultivation, the modification of interests among different subjects as well as the allocation of responsibilities will be found.Secondly, the coordinating mechanism finds its motives from three aspects. They are respectively economical development conditions, trend of vocational education equality, as well as “pragmatism” philosophy thought. Drove by those motives,collaborating with interrelated subjects, CTSOs are guided by the cultivating objective structure, exploring program activities such as“occupation contests”, “community service”, “professional development programs”, as well as “job preparing program”and devote to come up with a reasonable evaluating mechanism. Besides, the collaborating personnel cultivating process is safeguarded by guarantee foundation those are “rules and regulation”, “fund investment” as well as “supervision management”.Thirdly, during the process that CTSOs coordinate with other subjects, the coordinated cultivating mechanism shows a character of self-organizing development.To be specific, it can be concluded as integrity, nonlinear and openness. Integrity reveals the relationship among CTSOs coordinated cultivating system as a whole and its elements. Nonlinear reveals the relationship among inner elements. Openness reveals the relationship between CTSOs coordinated cultivating system and other external systems.Part four contains only one section, that is chapter five “enlightenment we can withdraw from CTSOs coordinated cultivating mechanism”. Based on the difference of national conditions, although student organizations of vocational schools in China and CTSOs share the similar character and role on personnel cultivation, the problems of student organizations of vocational schools in China that “homogenized by personnel cultivation in common college student organization”, “simplified cultivating subjects”as well as “lack of sense to build personnel cultivating guarantee system” are at fault. In fact, it is the social mechanism that “historical fault generated by expanding ills of higher vocational schools” as well as “social origin that non-profit organization was characterized by duality of the government and the people” runs behind. Therefore,student organizations of vocational schools in China and CTSOs differ in personnel cultivating subjects, contents, modes and guarantee mechanism. According to previous study of the coordinating cultivation among CTSOs and other subjects, it is believed that the construction of coordinated relationship among cultivating subjects should be emphasized; the cultivating mode which is characterized by vocational education should be formed; the guarantee mechanism of personnel cultivation should be improved.Besides, a coordinated personnel cultivating community among student organizations,vocational schools, enterprises, communities as well as governments should be constructed. To sum up, the experience of CTSOs provides a new way of thought for us to make full use of student organizations in vocational schools to assist personnel cultivation.
