Entering the era of the new economy of the 21 st century, the trend of economic globalization is increasing and international competition is more intense. Since the reform and opening up, especially in the last decade, with the rise of China’s comprehensive national strength, economic exchange between China and other countries has become more frequent. China is a big country of manufacturing industry and planting. As the domestic consumption level continues to improve, the number and types of the import and export of cargo increase substantially. At the same time, kinds of economic and trade disputes between the countries occur frequently, what makes the entry-exit inspection and quarantine departments continue to face challenges. Inspection and quarantine departments have been grouped into the civil service and technical staff. The Civil Service is responsible for the port inspection, and determines the release of the goods or seizing based on the test results of the testing centers. The task of testing and certification is completed by the technical staff of the testing centers. They are the important technical backing of the entry-exit inspection and quarantine departments. With the increasing volume of import and export, the testing centers are under great pressure. The operational capacity of the technical staff of the testing centers require improved continuously.In order to better study the laws of human resources management and set up a training system suitable for technical staff of SHCIQ, we researched and analyzed of the important theories of human resource management, which are training system theory and Career development planning theory. These are important theoretical basis of this paper.Then, we studied the functions and organizational structure of SHCIQ in this paper, and analyzed of the characteristics of the technical staff. They had a strong level of expertise and willingness to learn. They also had a strong desire for achievement and dedication. They were more loyal to their own professional rather than a unit. These characteristics resulted in technical staff for no high training enthusiasm, being difficult to manage and high turnover rate. Although SHCIQ invests a lot of manpower and resources annually, Training satisfaction surveys and training survey reflect the existing training system doesn’t consider technical staff’s needs, the training content is single and unattractive, training transformation is slow, the effect is poor and training evaluation meres formality and so on. Meanwhile, SHCIQ is not good in terms of training support.In this regard, the paper proposes the introduction of a theory of career development planning to build a new training system. The new training system innovates and improves in aspects of training needs assessment, training content and methods, training effectiveness evaluation, Training support system. It has distinctive features. The new training system considers of not only the needs of business development of SHCIQ but also the technical staff’s needs of their own development. It helps SHCIQ retain the key technical staff and improve the technology competitiveness in quality inspection system. It also meets the technical staff’s needs of their own development, improves their training enthusiasm, speed up the conversion of training and increases the effectiveness of the training. It brings us a win-win situation.The purpose of this study is that the combination of career development needs of the technical staff with training. Staff can really improve their knowledge and skill levels by training. Because of the new training system, training is not just a manifestation of employee benefits, but loved and paid attention to by the technical staff. The paper makes the introduction of a theory of career development planning to build a new training system of the technical staff. It proposes a new model of training system based on career planning theory. The system is more suitable for the training needs of the technical staff in the various stages of the career development. It makes the training system more operable, more efficient, more significantly effective.I obtain first-hand information by researching on the target population deeply in the work of training.
