Study On The Coordination Mechanism Of China's Higher Education Key Construction

With the acceleration of globalization and the coming of knowledge economy,the countries all over the world have launched their own higher education key construction plan.Key construction as a national policy to adjust the distribution pattern of higher education resources and interests,causing widespread concern in the community,there are many controversial issues to be clear.For example,why should have the choice to carry on key construction,how to allocate resources effectively,how to adapt to the economic and social development,how to choose the key construction object and so on.This study from the practical problem faced by our country,mainly through theoretical discussion and empirical research,analysis the necessity,investment,distribution characteristics and selection mechanism of higher education key construction of our country.Through the comparative study,draw on the useful experience of the world's major countries.On the basis of the above research,put forward the targeted measures to provide the theoretical and practical basis for our country.With the higher education from the edge to the center of the society,the political theory takes the place of epistemology and has occupied the leading position,the political theory answer the question of the necessity of the key construction.Higher education as a quasi public product,while the existence of government failure and market failure,we need to establish the diversification mechanism of government,the market,the third sector.There are a variety of games in the field of higher education,government,society and universities constitute the main interests of the game.The theory of public goods and the game theory are of guiding significance to the key construction.Elite and the public,fairness and efficiency,plan and market are the principal contradictions through to key construction from beginning to end,we need to establish an effective coordination mechanism to balance these three pairs of contradictions.By reviewing the history of China's key construction can be found,although in different times to take a different approach,key construction is always an important policy of our country in the field of higher education.United States,Britain,Germany,Japan's experience shows that the world class university need for long-term planning and sustained and stable support from the government.In the relatively limited resources,to continue to expand the scale of higher education,under the increasingly fierce competition in the higher education,the government is unable to give all colleges and universities the equal input,absolutely fair road to nowhere.Although the starting point and the construction mode of different countries are different,but the capital investment is more concentrated,the third party agencies,open competition,legislative protection has become the common choice of different countries.Since the early days of the founding of the PRC,we have established the policy of higher education key construction,the formation of the current pattern is the result of many policy adjustments and long-term historical evolution.By analysis the evolution process of the distribution of China's key construction universities,with the constant adjustment of the policy,the number of key construction universities experienced sharp fluctuations,the regional distribution from highly concentrated to relatively concentrated,the type of distribution from the professional aptitude comprehensive development trend,resulting in the imbalance of quality education resources distribution and disappearance of school characteristics.We should change the situation of government dominated,to establish open and transparent selection mechanism,implement with the combination of school and subject selection,adhere to the concentrated and balanced regional distribution and realize the diversification of types and to encourage schools to form the characteristic.In the case of higher education investment in China,how to establish a more equitable financial allocation system,more rational allocation of resources has become an important issue to be solved.From the total investment,China's higher education investment is still insufficient,compared with the developed countries,there is a significant gap.From the input structure of view,the current allocation of funds is insufficient,the proportion of special funds is too large,the allocation of funds is unbalanced,which leads to the lack of efficiency and no guarantee fair.From the point of view of the stability of the investment,the phenomenon of the periodic fluctuation of China's key construction is obvious,and the school can not arrange the funds reasonably according to the long-term planning,which has affected the use of the funds.Therefore,we need to optimize the financial investment structure of higher education in our country,and make clear the nature and function of the key construction investment,reconstruct the financial appropriation system of higher education in China.To the central ministries based management is not reasonable,the need to strengthen the coordination of the central government level,from the national overall level of planning and construction,through the legislation to protect the implementation of key construction.To further deepen the mutual construction mechanism,establishment of ministry mutual construction council,formed a regular consultation mechanism.Further improve the contents and measures of mutual construction,and clearly the responsibility of the ministry of education,local government,universities.Establishment of the community to participate in the consultation,review,evaluation and other institutions,the third party organizations responsible for the implementation of key construction,the implementation of open competition mechanism.Through the above research,we can draw the following conclusion: China should set up a coordination mechanism for the higher education key construction,balance the contradiction between elite and public,fairness and efficiency,plan and market;elite higher education and mass higher education need reasonable stratification,we should continue to adhere to the key construction;we should balance the relationship between plan and market,establish clear standards,procedures for the public,information transparency of the selection mechanism,optimizing the regional distribution,form the characteristics and advantages of key construction universities;we should make a balance between fairness and efficiency,optimize the financial investment structure of higher education in our country,and make clear the nature and function of the key construction investment;through the legislation to protect the implementation of key construction,and further deepen the mutual construction mechanism,by the independent third party agencies responsible for the implementation.This study analyzed the higher education key construction in China from multiple perspectives and disciplines,answered the question of the current controversial issues,it is important to guide the future trend of higher education key construction in our country.
