After more than twenty years' development, the higher vocational and technical education in China has been improved greatly and has been an important part of higher education. Since China's entrance into WTO, the strategic adjustment has been taken in industrial structure, economic structure and economic development pattern. For the requirement of economic and social development in China and the popularization of higher education, it is imperative to speed up the construction of higher vocational and technical education which aims to train the technique application-oriented talent who can work in the frontline of manufacturing, constructing, management and service. At previous stage, the way our country's higher vocational and technical education developed more shows as extensional development, obviously it cannot meet the demands of times. Talent cultivation is the fundamental and core task of school. Therefore, how to establish effective and characteristic operational mechanism of talent cultivation and transform it to intension-mode development— this is the important problem which is waiting for us to deal with at present and it has positive meaning in improving the quality of talent cultivation and promoting the society's acceptance to it.This paper is composed of five parts. In part one, the author reviewed the development course of higher vocational and technical education in China briefly and identified its connotation and defining features; in part two, the author mainly discussed the objectives, characteristics and specification of talent cultivation in higher vocational and technical education; in part three, the author clarified the mechanism of talent cultivation of higher vocational and technical education and analyzed its current situation and existing problems from the aspects of policies and school teaching; in part four, the author put emphasis on analyzing the typical mechanism of talent cultivation of higher vocational and technical education at abroad and made a conclusion of some enlightening experience which can be used as reference; in part five, the author will analyze the role orientation of government and enterprises in talent cultivation of school as well as their relationship with school, then put forward the basic assumption about establishing the operational mechanism of cultivating our country's higher vocational and technical talents from the following aspects: major setting, curriculum development, construction of teaching materials, faculty development, practical teaching system and base construction, "two...
