This dissertation researches on effectiveness evaluation of middle and primary schools. Based on the analysis of materials about domestic and international school effectiveness, we review the developing course and expound the structure, fields and the characteristics on school effectiveness research. We also summarize the relevant research on effective schools and effectiveness evaluation.Since 1985, the idea of school effectiveness has changed in China. Analyzing the standards or levels for running a school and evaluation index systems or schemes that governments make, combining analysis result of questionnaire investigations, the school effectiveness evaluation index system of Heilongjiang Province land- reclaimable general bureau is designed.Based on fuzzy mathematics, combine fuzzy integral and analytic hierarchy process (AHP), a kind of multiple attributions problem is proposed. We can use AHP to compute every weight of aspects, use fuzzy measures to deal with the relativity between indexes in the same aspect. At last utilize the fuzzy integral to calculate the comprehensive appraisal value.Finally according to middle and primary schools indexsystem and fuzzy integral comprehensive appraisal method, apply it to Jiansanjiang land-reclamation educational system and summarize successful experiences and existing problems on school effectiveness evaluation in China.
