Study On The Cement Industry Sustainable Development In The Area Of Xinjiang

With the serious pollution, considerable high consumption of resource and energy, the cement industry has greatly affected the environment. With this characteristic, the cement industry must be one of the key industries to develop circular economy under the current circumstances of striving to develop low carbon emission and circular economy.The cement industry has made a great contribution to the economy and society development in Xinjiang for a long time. For the moment, Xinjiang is facing with new opportunities for development and construction. At the time of advocating green economy and building energy-saving society energetically, to introspect the development of Xinjiang cement industry and study its existing problems, then to find a way which promotes the industry’s sustainable development is very helpful to maintain long-term stable development of society and economy in Xinjiang.Based on lots of survey to Xinjiang cement industry, the dissertation applies theories of circular economy, sustainable development, industrial economy, value chain and institutional economics to analyze Xinjiang cement industry in detail, and demonstrates the necessity, urgency and significance of the industry’s sustainable development. In order to promote the industry’s sustainable development in Xinjiang, ways and specific measures to develop circular economy have been proposed. From the perspective of sustainable development, some constructive suggestions on how to optimize Xinjiang cement industrial distribution, structure and organization are put forward. Besides, the specific strategy and policy arrangements for the sustainable development of Xinjiang cement industry have been studied.The main body of the dissertation can be divided into five parts.The first part, including chapter 3, studies cement industry development in several western countries, and analyzes the industry’s features and development trends in the world. At the same time, the research on China’s cement industry is made, including its industrial management system, market structure, market capacity, competition patterns, regional competition situation, the major trade barriers, and so on. Hence, it summarizes China’s cement industry development trends. All that studied in this part provides a background and reference for the subsequent research.In the second part, which including chapter 4, in order to lay the foundation of the follow-up study, a systematic study on the present situation and characteristic of Xinjiang cement industry development is made. And the study in this chapter is based on lots of survey, with large amounts of data and description about the industry. This chapter is a comprehensive summary on the development of Xinjiang cement industry, and analyzes the industry’s development trend.The third part, including chapter 5 and chapter 6, suggests that vigorously implementing circular economy is the fundamental way which promotes the sustainable development of Xinjiang cement industry. Meanwhile, main ways and specific measures are proposed to develop circular economy in Xinjiang cement industry in order to accelerate its sustainable development.The forth part includes chapter 7, chapter 8 and chapter 9. By the use of the industrial economic theory, the paper makes a detailed study on the optimization of Xinjiang cement industry’s distribution, structure and organization from the perspective of sustainable development. By means of analyzing the main existing problems and the influencing factors of Xinjiang cement industrial distribution, the basic idea on optimizing Xinjiang cement industrial distribution is proposed. Based on the experience in developed countries’cement industrial structure optimization, the optimization measures on Xinjiang cement industrial structure are proposed. And the oligopoly market is regarded as the most reasonable choice for current Xinjiang cement industrial structure. Then, the way on how Xinjiang cement industry to realize the oligopoly, the measure and path on optimizing cement industrial structure, and the plan on supporting industrial policy designing are put forward.The fifth part includes chapter 10 and chapter 11. Firstly, the specific strategy and policy arrangements for the sustainable development of Xinjiang cement industry are studied. Secondly, the five specific strategies including the coordinated development strategy of the cement production and social environment, the group development strategy, the industrial chain extending strategy, the co-operation win-win strategy and the service innovation strategy are come up with. At last, the policy arrangement suggestion on promoting sustainable development of Xinjiang cement industry is proposed. It is considered that to draw a scientific and reasonable development plan for Xinjiang cement industry, to establish a local supporting policy system to promote the sustainable development of Xinjiang cement industry, to build the cement eco-industrial park, to improve production technology and management level comprehensively via the company’s innovation, and that the industrial management department should strengthen its functions of management and guidance.The conclusions of the dissertation provide a theoretical basis and policy reference for the sustainable development of Xinjiang cement industry.
