Corporate personnel management is the most important thing in business management .it is the foundation of business management and the carrier of ideological and political education, related to the relationship between business successes or failure, survival and development. Through the culture construction of enterprise personnel management, can build a high degree of ideological self-cultivation for state owned enterprise employees, improve the effectiveness of ideological and political education, it is worth exploring in depth the issues.In today’s fierce market competition, companies have the technology, scale, advanced equipment and devices and other tangible assets, those bring competitive advantage are increasingly weakened, the enterprise in terms of these resources is relatively short-term advantage, rather than absolute, long-term advantages can rely on. The truly power for companies in the brutal competition in the market and in an invincible position of greatest potential, holding the strongest resource is human resources. Improving people management realm and practical ability, is imminent.Over the years, the study of corporate personnel management company primarily focused on the ways and means of personnel management research, and summed up a lot of advanced science and business personnel management methods and strategies, but these advanced scientific management methods are not able to put size-fits-all panacea. In terms of firms, these advanced and scientific management methods must be the right medicine, or it is not only useless and very likely damaging to the enterprise, and may be fatal. How to guide companies to properly use these advanced scientific management approach, is requires us from a cultural perspective to the study of philosophy and build a culture of enterprise personnel management concepts. Because only the direction is correct, the method is effective. So the study is based on the Marxist theory on man’s all-round development, from the perspective of cultural philosophy, in connection with the reality of state owned enterprise management in China, made a comprehensive survey of state owned enterprise personnel management culture, trying to build a kind of corporate personnel management culture that can be practiced to provide the principles and basis for the state owned enterprises in china.This article first do the philosophy study on state owned enterprise personnel management, investigated the incidence of state owned enterprise culture of personnel management, including the corporate personnel based on management culture, the main body of personnel management and corporate culture of the causes of personnel management. Analyze the composition of personnel management culture, including corporate personnel management culture material culture, institutional culture and spiritual culture, in-depth study of the role of corporate culture and personnel management, including corporate and business impact.Secondly, the paper did the philosophy research on stage of the personnel management culture, Connection with the reality of enterprise management in China, analyzed the corporate personnel management culture at this stage, pointed out that there are errors in the distortion of the concept of human nature, including business, corporate personnel management and corporate culture of bias and cultural development of the hysteresis of Personnel Management and other major issues, Based on the research, proposed a study on corporate culture and personnel management methods, and research value.Third, this article focus on the state owned enterprise personnel management culture of construction, from the culture philosophy point of view concluded the perspective summary of basic concept of political work in state owned Enterprise: people of full development need in Marxism, meet enterprise people of basic need, meet enterprise people self-implementation of need, in basic concept of guidance research has enterprise personnel management practice of specific concept and principles, main including five aspects basic content: corporate institutions and job management concepts, enterprise selection and employment of the management philosophy, corporate compensation and performance management concepts, enterprise learning and training management philosophy, corporate team building management philosophy.In this paper, through construction state owned enterprise personnel management culture, the writer Seek to build a complete set of business concepts and principles of personnel management system to help state owned enterprises in the culture under the guidance of the correct choice and use of effective, advanced scientific management methods, and better implementation of state owned enterprise personnel management, improve state owned enterprise personnel management for the survival and development of more favorable support and protection.
