In recent years, with the development of the economy, the process of urbanization and industrialization has accelerated. The amount of farming land that is expropriated is increasing. The consequence is two-folded:on the one hand, it made contribution to the economy; on the other, it leads to the detachment of the peasants from the farming land. Land for farming is crucially important to the peasants. Once their land is expropriated, it means that their means of production and source of living materials subsequently disappear. Due to the suburb-urban dual social welfare system structure, the peasants have long been eliminated from the social security system. In the meanwhile, because of the incompleteness of the current land expropriation and compensation system, the peasants are put into an embarrassing situation in which "no land could be farmed, no post could be offered, no social welfare to be shared, no money to make a fortune".The present study, through on the spot observation and investigation, points to such a condition. It makes a step forward to analyze the cause of their loss of land. Then, basing on a typical model of social security system for the land-losing peasants (SSSLP) and a comparison of that of other countries, and relying on the relevant policies and living standards of Guangzhou, we postulate social security values of farming land. Lastly, we are able to formulate a social security system for the land losing peasants and propose the accompanied measures to enhance the system. The present study is divided into six chapters:Chapter one, introduction. In this chapter, relevant literature is reviewed. Also, the purpose and significance of the present study is introduced. Theoretical framework and methodology are proposed. It also illustrates some points of innovation.Chapter two, theoretical basis of SSSLP. This chapter draws a border line between concepts like land-losing peasants, SSSLP. Then it further elucidates on the theoretical basis of SSSLP.Chapter three, a discussion of the situation of the land-losing peasants in Zhongcun, Panyu district, Guangzhou and the mechanism of the loss. This chapter investigates the land-losing peasants in Zhongcun with respect to their living conditions, social security and employment rate. It aims to explore the mechanism underlying the situation. The chapter closes with a discussion of the means of compensation for the land-loss and its effectiveness. Chapter four, a comparison of typical SSSLP in other countries. This chapter compares between Jiaxing Model and Chongqing Model in China and oversea model such as England Model, U.S. Model, Germany Model. Proposals of importing the essence of the oversea models will be put forward.Chapter five, formulating SSSLP of Guangzhou. In this chapter, we are able to formulate a model of SSSLP of Guangzhou, dig out its features, basic principles and main content. Based on these postulations, we propose several strategies for enhancing SSSLP, which include:accelerate the reform of residential registration system; establishing the legal support of SSSLP, strengthening supervision and examination in the process of land expropriation; enhancing the land property right system in suburb area; upgrading the employment training for the land-losing peasants.Chapter six, conclusion. Here, we conclude the findings and make conclusions.
