The Paper On The Construction On National Synthesis Coordinated Reforms Experimental Plot Of "Two Types Society"

Since the reform and open policy, the Chinese economic development has achieved the achievement which attracts worldwide attention. However, the economical fast growth has caused the resources enormous waste and the environment heavy damage. Chinese limited resources and environment load bearing enormous pressure. China’s environment question highlights day by day. Each kind of ecology question is closing on, For example soil erosion, flood disaster, drought, and earthquake and so on. The violent weather which Occurs frequently effect food production. The human and animals potable water becomes difficult. These are puzzling people’s life seriously. In 2007, the Chinese government authorized Changsha, Zhuzhou, Xiangtan and the Wuhan city circle the synthesis coordinated reforms pilot area which the environment friendly and the resource conservation society constructs. As the national important energy base, the central China area’s resources consumption and the environmental pollution appear more prominent. Therefore, that the Chinese government proposed the construction goal of“two types society”in the middle reform pilot area, is one kind strategic consideration which has the overall situation significance. The reforms pilot area of“two types society”is the Chinese economy and the social development important issue.This article is divided seven parts .Section 1, Introduction. The article made a general overall description of the article topics including the background and significance of the study, research methods, articles of innovation and research articles defects, and describes the logical starting point of the article and technical routes.Section 2, The Summary and Review of Domestic and Foreign Literaturn. The basic theory of“two types society”construction is the sustainable development theory, the circulation economic theory, low-carbon economic theory, ecology economic theory, green GDP theory and the institutional innovations theory. This chapter on the theory of research abroad and the main academic point of view are reviewed. The domestic research mainly concentrates in the region sustainable development plan, the resource conservation and the environment friendly society’s meaning as well as the significance of establishment of synthesis coordinated reforms experimental area and so on. This chapter has carried on detailed combing to the domestic scholar’s research results.Section 3, The Dynamic Analysis on the construction of“two types society”national comprehensive reform pilot area. Myself had pondered theoretically“two types society”construction meaning,and pointed out that the resource conservation and the environment friendly society is the contradictory movement of“the human and the human”and“the human and the nature”in essence. The human must lead the role and the human must treasure the nature, otherwise the nature will retaliate the humanity. We analysis the“two types society”construction progress and major achievements based on the basic situation of the City Group and Wuhan city circle. The third part we has constructed“two types society”construction synthesis coordinated reforms pilot area quality synthetic evaluation system, including target, resource conservation, environment pressure, environment government, social security, quality of life and so on.
