Manufacturing enterprise plays an important role in the development of social economy,and manufacturing industry is the main body and pillar of national economy. With China’sentry into WTO and the development of economic globalization, China ’s manufacturingenterprises will face more intense market competition, the enforcement ofinformatizationalization has become a route that manufacturing enterprises must take tosurvive and develop. In this context, the effect of process innovation on manufacturingenterprises and the policy system under the information condition is studied in this paper, andinnovation policy system of manufacturing enterprises is improved and enforcing strategiesare put forward.Process innovation is an important factor in the impact of development of manufacturingenterprises. The information can influence the level of process to improve the processinnovation through information search and discovery and other capabilities and themechanism of the impact of process innovation on policy system are analyzed in this paper.Six areas of information technology indicators and four indicators of process innovation areselected, and DEA model is established to analyze the information for the impact of processinnovation. Based on the analysis of the current situation of and problem of manufacturingenterprise’s process innovation new policy system, raise up the necessity of optimizingmanufacturing enterprise’s process innovation new policy system under the condition ofinformation, and according to the different impact of the policies on the process innovationand the selected factors that comprise the policies of manufacturing innovation, build theoverall framework of a technology innovation under the condition of information, includingindustrial policy, fiscal policy, monetary policy, technology policy, social service policy.Industrial policy can guarantee to form the industrial scale in the field of manufacturinginnovation technology. In the process of analyzing industrial policy of technology innovationunder the condition of informationalization, game theory is adopted to explain the necessity tooptimize the industrial policy, and on the basis of the principle of optimizaiton, the contentand route to optimize industrial policy is put forward. Fiscal policy, including financialexpenditure and tax policy, is incentive to process innovation, and under the condition ofinformation, the content and route to design and optimize and implement the fiscal policy isdiscussed. Financing and other issues are commonly existed in China’s manufacturingbusiness process innovation. Financial system plays an important role of information technology for manufacturing enterprises and the process innovation through a balancedanalysis. Monetary policy can create a perfect financing environment and financing for themain innovation in the craft, provide financial instruments and institutional arrangements toavoid and defuse the risk of its innovative. The model is built to test long-term relationshipand short-term relationship between financial system and business process innovation underthe use of panel data unit root methods, and financial system is lag significantly to supportprocess innovation. Process innovation information technology could establish new financialpolicy of process innovation which applies to information. Process innovation can beintervened through government policy on science and technology to reduce the gap betweenthe level of social benefits and the level of private benefits. Innovation and technology policyevaluation model is built based on BP artificial neural network technology to validatetechnology policy. In this context, the principle, function and content of technology policyoptimization are put forward. The manufacturing business process innovation policy couldestablish new financial policy of process innovation which applies to information. Goodsocial services policy could promote enterprise development and growth in the manufacturingbusiness process innovation capability to rapidly and efficiently into the social productiveforces. The relationship between the social service system and process innovation is studiedby the use of structural equation (SEM) method, the business process capability is promotedthrough empirical studies, R&D resources and R&D capabilities.In this paper, a fuzzy evaluation model is introduced to analyze the feasibility of the newpolicy system of optimized process innovation. Through building the comprehensive indexsystem of industrial policy, fiscal policy, monetary policy, technology policy and the effect ofsocial service policies, with the grade of experts, we found the results that the optimizedpolicy system, in certain degree, has a great impact on technical innovation of manufacturingenterprises under the conditions of informatization, and that to optimize and adjust the processinnovation new policy system can promote more influence on technical innovation ofmanufacturing enterprises under the same conditions. Therefore, it is feasible to optimize thetechnical innovation policy under the conditions of informatization.
