Study On The Policy Design And Evaluation Of Process Innovation In Manufacturing Enterprises

Information technology has brought a rapid development opportunity tomanufacturing enterprise, and also with a great challenge. Under informationizationcondition, manufacturing enterprises must attach actively respond to the informationization,speed up the information infrastructure, information systems, applications, informationsystems management and information technology organizations, and enhance the level ofinformation technology, in order to build a good information base for process innovation.At the same time, focusing on the combination of IT and process innovation, using theadvanced information technology into innovation process, transforming the backwardtechnology, developing new processes, and promote steady and rapid development of thetechnology innovation.In this paper, we absorb and learn from the related results of theoretical studies,analyze the process innovation policy, policy number, the density, the development sectoras well as the contents of process innovation policy system, to reveal its existence. Makecorrelation analysis on the basis of the external factors that affect information technologyand process innovation, using data to prove the relevance of the information technologyand process innovation, analyzes the process of innovative equipment and processesintermediate input, process innovation capability, and prove the mechanism oftechnological innovation capability model, and identify the starting point of themanufacturing process innovation policy design..According to China’s manufacturingenterprises in technology innovation, policy objectives and principles of China’stechnology innovation policy choices and fiscal policy, tax policy, monetary policy,personnel policy, strengthen the protection of process innovation patents, collaborativedevelopment process innovation and product innovation point of view put forward policyrecommendations. In the empirical study, in this paper we use Set Pair analysis method toevaluate the process of innovation policy, as well as time series for the longitudinalevaluation of the target business process innovation, the effects of policies. Used to justifypolicy choices in the design of fiscal, taxation, financial and personnel support for thepolicy effect, verify the present point of view.
