Labor relations is the confrontation and cooperation between employers and employees that employers pursuit of efficiency and workers expect fair, both sides of them pursuit of the maximization of their benefits, but the goals of them are not completely antagonistic, their goals which dependent on the development of enterprise. When companies have developed then the goal of them could be achieved, at the same time, which also established the basis of cooperation between employers and employees. For the employers and employees whom during the course of pursuit of their goals, inevitably will be conflict, but due to the presence of the premise of cooperation, however, and decided the contradiction between of them which are not irreconcilable,after the conflict and friction, they will be bound to return rational.In this process, let employers and employees to adjust by themselves, although they will arrive in the final agreement,but the price of the waste of social resources. If the Government involves in the adjustment of labor relations in the form of public power,will be builded an effective regulatory mechanisms to eliminate or ease the contradiction is not only beneficial to both employers and employees maximize the benefits, but also to avoid the waste of resources,then maximize social benefits. Government involved in the adjustment of labor relations in the form of public right,and regulate the operation mechanism of labor relations,which is the political needs, but also has economic considerations, as well as social considerations. In this regard, the main content of this study as follows:1. The system path, the path of social action research and political economy research path to a variety of research methods were adopted to systematically build a theory of labor relations which government regulation from the perspective of government regulation mechanism of labor. Game Analysis of the theoretical construct made a certainty.2. Through the evolution that government action during the process of regulates the practices of labor relations, this paper which demonstrates rationality, legitimacy of government regulation of labor relations. Government intervences in the labor relations wchich in the form of public rights, it is necessary to the social and economic development during the different stages. At the same time it is important to the workers’ rights. In particular, the imperfections of our current market-oriented labor relations system, an independent labor relations body has not yet formed in this stage, government regulation of labor relations is more important, in particular, to builde a harmonious labor which government should play the main functions.3. International comparative analysis that government regulation of olabor relations, which pointed out that a government regulation of labor relations should not be from the country in which the development stage of productivity, country’s political, cultural traditions. The adoption of specific regulatory system is not simply imitated:in order to promote social development should make it localization.4.
