Great changes have taken place in socioeconomic level with the constant reforming of market-oriented economic system,especially in the industrial structure,industry scale,labor construction and other various fields.As the most vibrant parts of national economy,private enterprises have intensified the reformation of social relationship.As the important parts of the social relationship,the internal mechanism and operation law of private enterprises’ labor relationship are changing with it,presenting the characteristics of diversification,liberalization,marketization and contractualization.These new characteristics bring about unprecedented new problems,such as the ignoring of social fairness,the ignoring or violating of laborer rights and interests protection,the disharmony of labor relationship,labor dispute and frequent labor conflict.Since 2010,the unbalance labor relationship of which the corporate is mighty while the labor is vulnerable result in explosive increase of labor conflict,emergency and mass disturbance,which influences the healthy development and harmony and stability of private enterprises.Thus,such phenomena needs government to carry out effective measures to strengthen the regulation of labor relations in private enterprises,protect laborer’s legal rights and construct the harmonious labor relationship.The game theory provides the theoretical foundation of analyzing labor relationship in private enterprises,the policy implementation interoperability theory provides an idea for promoting the regulation level of the government.In the process of government regulation,we should fully pay attention to acceptance level of private enterprises and laborers to policy adjustment,as long as the suggestions from private enterprises and laborers.To study on the government regulation of labor relationship in private enterprises,the contents of this article are as following:(1)The explanation of theoretical basis and realistic basis of the research on the government’s regulation theory on labor relationship in private enterprises:on the basis of literature review at home and abroad,the theory of public governance and public service in management,modern enterprises and transaction expenses,this article carry on the fundamental explanations of government regulation of labor relationship in private enterprises;besides,this article analysis the realistic basis of government regulation started from the sectionalism of the government.The result indicates that there are relatively complete laws and regulations in many fields of our country,while the validity and rationality of the application of specific policies and measures by the governments and its officials at all levels still need to be discussed.(2)Summarize and conclude the existent problems of government regulation of labor relationship in private enterprises.Through the research of the particularity of main body,contents and main body who is regulated,combing with the analysis of the literatures,this article finds out the existent problems of government regulations:the unqualified service awareness of the government,the imperfect of legal system,the improper or omission of policing practices,which affect the construction of harmonious labor relationship in private enterprises.(3)The static game between private enterprises and laborers:from the assumptions of "economic man" to "rational man",this article analysis the static game between two bodies.At the same time,due to the differences in status,the asymmetry of information and involvement level of government regulation,the game between them are static game not only under complete information,but also under incomplete information which the government has involved.The analysis result of static game indicates that the behaviors of the enterprise will be affected by its employers and other external factors;besides,the probability of choice of positive operation from the enterprise influence the development of labor relationship.(4)Construct the labor-capital evolutionary game model on the view of the government regulation.In the process of constructing harmonious labor relationship,affected by the complexity of marketing environment,incompleteness of information,boundedness of human thinking,the two game-agent are bounded rationality agent,the game between them are the process of dynamic learning.The government regulation takes a great place in the game between private enterprises and laborers.This article are trying to construct the capital-labor game on the view of government regulation and analysis the dynamic evolution progress.The results indicate that the regulation behavior from the government has the significant influence on behavior evolution of both sides.(5)Construct the evaluation index system of harmony degree of labor relationship and evaluate the development situation of current labor relationship.From the investigation we can find that the construction of evaluation index system of harmony degree of labor relationship is necessary.It is of great effect on the evaluation of current situation of labor relationship and the choice of optimized path of government regulation to promote the regulation level scientifically and effectively and accelerate the mutual adaptability to policy implementation of three parts.(6)Construct the co-adaptability model of labor relationship under the government regulation.When analyzing the improving path of government regulation level,we insist the principles of benefit sharing-"all-win harmony of capital and laborer",minimum principle from Rolls,paying attention to the assets specificity of laborer and the unification of stable and harm labor relationship,regard the mutual adaptability of policy implementation as principle line,construct the co-adaptability model of labor relationship under the government regulation.Besides,this article put forward the improving path on the level of the government,private enterprises and laborers:from the government’s aspect:the government should have a further legal intervention;the governments and relevant administrative departments of all levels should have further administrative intervention;from the private enterprises’ aspect:the private enterprise should manage the organization by law and perfect institution construction on enterprise regulation;from the laborer’s aspect,laborers should enhance study on legal knowledge,strengthen the legal awareness and improve the specificity of laborer’s assets.
