Study On Optimization And Adjustment Problems Of Forestry Industrial Structure In The Northeast And Inner Mongolia

China’s main functional area planning provides the fundamental basis for modern forestry construction layout. Under the guidance of the main functional area planning, it is divided into six major forestry economic belts. Protection of ecological resources and the implementation of the Natural Forest Resource Protection Project lead timber supply dropped significantly, which increases the difficulty of importing large quantities of wood to meet the demand for wood brought by economic growth. Therefore, it is an important way to resolve this contradiction by exploiting the resource advantages of each forestry economic belt, adjusting the forestry industry structure and making full use of forest resources under the premise of protecting the ecological environment.Through qualitative and quantitative analysis on the basis of using related theory, combining with the general layout of national and regional positioning, grounded on an accurate grasp of the Forestry Industrial Structure of the country and the Northeast, Inner Mongolia, this paper applied gray correlation analysis and location quotient analysis to identify problems of forestry industry structure in the area. Taking the research method of combination of theory and practice, the basic concept of industrial structure adjustment and optimization and the idea of industrial park are given, which provides reference for the policy making of the development of forestry industry in the region.The location quotient results showed that, although across the country, the Northeast, Inner Mongolia Forestry Industry also has the advantage, yet the advantage is gradually weakened. And the specialization degree of the secondary and tertiary forestry industry gradually decreased, while the specialization degree of the forestry primary industry rose slowly.Grey Relational Analysis results show that from a static point of view the related degree of the primary forestry industry was highest (0.76), followed by the secondary forestry industry (0.67), then the tertiary one (0.57),which means that the forestry primary industry still dominate.However, from a dynamic point of view, the forestry primary industry related degree gradually decreased. The analysis of internal structure of the forestry secondary industry found that, although the related degree of the forestry secondary industry increased in this region, yet the leading industries have not formed within the forestry secondary industry. The formation of the leading industries which play a leading role in the industrial structure and economic development in the forestry industry is conducive to the optimization and upgrading of industrial structureBased on the above analysis, this study proposed the forestry industry structure adjustment proposals of the Northeast and Inner Mongolia,which are to develop cultivation and collection industry of economic forest products, enhance economic efficiency, establish industrial parks, format the leading industries of the secondary forestry industry, and to develop forestry tourism and leisure services vigorously.This research focused on the establishment of industrial parks in order to adjust the industrial structure, and selected Helongjiang Chaihc Forestry Administration Industrial Park as the research object, using case study method to concrete this proposal. The development strategies of enhancing innovation, extending the industrial chain, and play in the leading role of the excellent enterprises in the park have been proposed on the basis of the industry chain analysis, SWOT analysis and clustering analysis.Then practical reference value for future research is offered.
