After a rapid growth of more than30years since the Reform and Opening-up of our country, some main municipal clusters have entered into the semi-late period of the industrialization and urbanization accomplished with severe resources constraint especially land scarcity, which injured the healthy sustainable development of our country. Some countermeasures such as "improving the demand structure, optimizing the industrials structure, balancing regional gaps, promoting urbanization" are mainly listed in the report of the18th Congress of the CCP to promote the strategic adjustment of the economic structure, and which will be the major directions of accelerating the transformation of the economic mode. As the important resource assets and essential factors of production, industrial land serves not only as the object but also regulation approach in the implement of the strategy on "transferring mode and adjusting structure". Nevertheless, at present, most of the industrial lands are in the situation of extensive use with a extremely low price because of the both failure of the market mechanisms and the governmental regulation; and at the same time, the structure of industrials, especially the manufacturing industry, appears obvious problems as "virtual height", isomorphism, capacity excess etc. Therefore, taking the overall optimization of the municipal clusters rather than any particular land or a business or a separate optimization of the city as a logical premise, and based on the spatial evolution law of price gradient and industrial height, the research combines the theoretical analysis and empirical case-study approaches to probe the interactive coupling of the two general laws, which has important theoretical and practical significance to speed up the adjustment of the regional economic structure and its spatial layout(land development) as well to achieve the coordinated development of regional economy.The thesis consists of the following9sections:The first chapter offers a general introduction which includes analyzing the background of the research, raising issues, pointing out the theoretical and practical significance of the study, defining the core concepts of this thethis. In addition, the research objectives, contents, technical routes and its relative methods are proposed, as well as the innovations of the thethis.Based on the comprehensive studying and summerizing, the relative research achievements in domestic and foreign research field were reviewed in chapter2.Chapter3focuses on the implements of theoretical exploration. Using the topical theories on the central place, factor endowment, industrial agglomeration and diffusion, location, land price and bidding curve, regional industrial structure evolution etc., the chapter presents a theoretical study to develop an exploration to the issues aroused, and set forth the related hypothesis for the study.Chapter4to chapter6mainly experiments empirical studies. The three Chapters comprehensively use the analysis approaches on the spatial interpolation, principal component, clusters, correlation, regression, land statistics and mathematical statistics on more than5000sample sites selected from the typical case of Beijing-Tianjin-Hebei Urban Agglomerations and related to industrial transactions and economic development data of primary land market within2008-2012, and demonstrate the three hypotheses of the interaction between industrial land price and land-use from both theory and practice. The result reveals that the differences between the scale of agglomeration economy objectively exists and determine formation of multi-level urban systems in specific area; land prices rise gradually from small city to large city in the urban agglomerations and from the edge to the center in a single city; on the whole, the industrial height has a trend of rising with the level of the center urban agglomeration, but in the middle and lower levels cities may appear on the reverse.Chapter7carries out a comprehensive analysis. Based on the above hypothesis, the theoretical basis of the flow factor in heterogeneous region and industrial agglomeration, and the empirical test about the relationship of land price and industrial height, the fifth chapter has an in-depth analysis on the optimization mechanism of land use and land price, constructs the "double helix" model and four quadrant model of land price gradient and industrial height. Besides, this part makes an empirical research of the industry-land price coupling degree of Beijinging-Tianjin-Hebei urban agglomeration with capacity coupling model. The results show that the effective way to promote the continuous optimization of industrial structure for urban agglomeration and land use structure is to strengthen the market regulation affect the enterprise’s production cost gradient with land price gradient and to form a reasonable and orderly industrial distribution gradient between cities. The industrial height and land prices have a significant positive correlation; as a whole, the land price and industrial height of the Beijing-Tianjin-Hebei urban agglomeration are at low coupling.There are significant differences between different ranks of the city and different industries.The eighth chapter sets forth the countermeasures and policy suggestions. Learning from the related experience of Taiwan and neighboring countries such as South Korea, Japan and so on, specific suggestions on how to optimize both land-use and land-price in Beijing-Tianjin-Hebei Urban Agglomerations from different angles, such as the improvement and regulation about the market supply of industrial land and accompanying measures, the optimization of high-low-end industrial gradient and so on, were proposed in this chapter.The ninth chapter summarizes the research conclusions of this thethis and points out the deficiencies and the prospect of the related research.
