The Research On The Development Of The Yangtze River Delta’ Small Towns In China

The urbanization is not only a continuous process of the rural-urban migration, but also a gap narrowing process of the town-countryside’ development and the traditional society-modern society’ development. The level of urbanization is an omnibus embodiment of our country’ developing degree. With the long-term effort, China’s "population transfer pattern " urbanization rate has exceeded50percent, the features of the advanced "structure transformation pattern" urbanization have also appeared. Under this background, the Party Central Committee put forward the new strategic objective of the construction of socialism with Chinese characteristics in the future, namely, striving for the urbanization, the modernization of agriculture, the industrialization and the informationization. It shows that the urbanization will be the new engine of China’s development, finding a better way of the new-pattern urbanization construction is an important subject worth studying.From the population structure, the rural population holds a large proportion of the total population in our country, the number of the countryside surplus labor force who needs to migrate to the towns is large. At present, our country has achieved great success in the construction of the primary "population transfer pattern " urbanization, the features of the advanced "structure transformation pattern" urbanization have also become clear in some regions of China. However, the number of the rural surplus labor force who needs to migrate to the towns is expected to increase350000000by2030. Obviously, it’s difficult to really accomplish the objective of China’s urbanization construction if we depend solely on the cities to transfer the agricultural surplus labor force. Only by the small towns, could we establish balance relations between the towns and the rural areas, the traditional society and the modern society more easily. Consequently, speeding up the construction of the small towns is the key to resolve deep-rooted contradiction of our country’s economic and social development, constructing the small towns is also an important step that China will realize the unified,harmonious,sustainable development of town and country.The economic and social development in the Yangtze River Delta began earlier than in other areas in our country. In such circumstances, the construction of the small towns in this region started very early. Nowadays, the development of the small towns in the Yangtze River Delta is more mature, to some extent, we can say the small towns’ development level here is among the highest in China. And in the process of the practical construction, we have accumulated abundant experiences in developing the Yangtze River Delta’ small towns, the abundant experiences are the valuable asset to the small towns in other areas, and have importance of instruction function for the healthy development of the small towns elsewhere in China. Moreover, in the current environment of the international economic and domestic policy, the small towns in the Yangtze River Delta are facing many serious challenges on the issue of construction. According to the standard of the new-pattern urbanization, there are still some problems with the construction of the Yangtze River Delta’ small towns, these problems exert their admonishing effect on the construction of the small towns in other areas too. In view of this, this thesis analyses the connotations of the urbanization road with Chinese characteristics, the theory foundations of the small towns’ construction, the small towns’ functions, the impetus factors and the significance of the small towns’ development simply. On the basis of all, this thesis mainly focuses on the Yangtze River Delta’ small towns in China, analyses the development history and current situation of the small towns first. Secondly, it sums up the development trend of the Yangtze River Delta’ small towns by summarizing, comparing and analyzing, evaluating the characteristics of the small towns in the Yangtze River Delta and other areas of the eastern region. Thirdly, in this thesis, the construction experiences and lessons of the small towns in other countries are summarized, the enlightenment to the construction of the small towns in the Yangtze River Delta is gained too. Finally, the thesis explores the development laws of the Yangtze River Delta’ small towns, and points out the small towns’new paths of following the development law, seizing the opportunities, meeting the challenges, constructing the new-pattern urbanization. The purpose of this research is to supply theory and practical reference of the construction for the small towns in the Yangtze River Delta and other areas of China.
