Study On The Development Of Small Towns On The Yellow River Delta (Dongying)

In China's 11^th five-year-plan, it is pointed out that we should promote the harmony of the relationship between the development of cities and small towns to enhance the carrying capacity of small towns and we should reform the dualistic structure of urban-and-rural by speeding the process of urbanization, according to the rule of process, economy, intensivc and overall arrangement. The healthy and harmonious development of small towns plays an important role in the cultivation and development of rural markets and in the diversion of rural surplus labor force. It is a link between urban and rural areas and makes for the harmonious development of them two.Based on investigation and study of development about the small towns on the Yellow River Delta, mainly adopting the research methods of quantitative analysis and qualitative analysis, employing the theory of public administration and sustainable development, the writer attempts to systematically make analysis and research on the choice of strategic methods for the healthy and sustainable development of local small towns.This thesis starts with introducing the development of small towns both in our country and in abroad and makes analysis and sum-up on the development of small towns on the Yellow River Delta from aspect of history, natural status, planning and overall layout, etc.The following part, adopting the research methods of quantitative analysis, shows the outstanding features of the development of small towns and expounds the potential opportunities and current challenges and analyses the trend of small towns' investment and finances, change of rural labors and influence of the relationship between Shengli Oil Field and Dongying municipal government.Based on the previous two parts, the third part of the thesis discusses the strategic methods suitable for the development of small towns on the Yellow River Delta. It puts forwards the unique strategic developing methods such as de-oiling strategy and dumbbelling strategy and material suggestion and measures to implement them. And it also reveals, from the point of view of development of small towns, the problem of planning as a whole the social development in urban and rural areas during the process of urbanization.
