Non governmental organization (NGO) action is essentially political and themass organization revolution caused by NGO growth provides rich research agendafor academic research. It started from the French scholar Tocqueville who researchedon NGO from the perspective of democracy. The production, enrichment anddevelopment of “Civil Society” theory provide effective analysis framework and solidtheoretical support for the study of NGO. The premise of NGO study is the respectiveexistence of mutual adaptation of state and society rather than a combination of stateand society. The pluralist, corporatist and social capitalist analyze normatively andempirically the status and role of NGO at the division and cooperation between nationand society from different angles, which constitute the research resources andliterature of the dissertation together with a large number of subsequent NGO researchresults.The process of democratic modernization means constant opening up of politicalsystem, constant independence of social space, and continuously powerful NGO. Thedevelopment of NGO makes social forces play more and more important role innational economy, politics and social life and promotes the political system to open.Their functions of interest expression, supervision, social integration, publicgovernance and social autonomy directly promote the democratic process, and theiractivities in the field of economy public services provide the material basis and thecondition of the development of democracy. In our country, the development and thefunction of NGO are consistent with the inherent requirements and the developmentdirection of socialist democracy, consistent with the essence of socialist democracythat the people are the masters of the country. Because of this, though China’s NGOgo through ups and downs, they develop rapidly in the space of system of reform andopening up. However, the achievements accompany problems. The number of NGO isgrowing rapidly, but the system barriers still exist; functions emerge more and more,but different field of function imbalance; democratic governance mechanism tends toperfect, but some organizations do not so. Non governmental organizations are willingand able to play a role in the economic, political, and social development, and thereality has strong demand to them, but the obstacle of idea and system mechanism inpractice is still restricting their function, so the study of non governmental organization has become an important task in the development of socialist democraticpolitics.NGO is the social foundation of democracy, and the inevitable product of interestdifferentiation and participation surge in the democratization process. In the face ofthis trend, the problem that the government confronts is how to develop NGO ratherthan develop NGO or not. In the process of development of NGO, the governmentshould do something, change the traditional control idea for cooperative governanceidea, draw lessons from foreign experience with practice, increase the number ofNGO, enhance the capability of NGO, and release the vigor of NGO through thesystem construction, to absorb the positive effects of NGO in the construction processof national democracy and governance capacity.Based on the above consideration, the dissertation analyzes the function of NGOin the construction of Chinese characteristics socialist democracy from two aspects oftheory and practice, and brings out the suggestions the development of NGO in thefoundation of historical review, present situation and problem analysis and experiencereference.The concept, type and democratic research path of NGO are the basic researchresources. The introduction part mainly sorts out the above three aspects, commentthem and summarize the research significance, research methods and thesis structure.NGO is the important content of democratic research and important condition ofdemocracy practice. The first chapter summarizes four theories of relationshipbetween NGO and democracy, namely the state society theory, pluralistic democracytheory, corporatism theory and social capital theory, and analyzes their theoreticalvalue and limitations through comparison.The essence of non-governmental organizations and China socialism has inherentconsistency. The second chapter analyzes the function of non governmentalorganizations in China’s democratic political development. NGO, which accord to thecharacteristic of socialist democratic nature of China, is an important carrier and spacefor that people is in power. Its interest expression function, supervision function,social integration function, public governance function and social autonomousfunction promote the Chinese democratization process in various ways in differentareas. The historical development of NGO is subject to specific political and socialenvironment. Although the reform and opening policy release of the vitality, thefactors which restrict the development still exist. The third chapter of the presentdissertation analyzes the history, achievements and problems of NGO in thedemocratic process of China."The new deal" opened the modern Chinesedemocratization. After hundred years of struggling, NGO has witnessed rapidgrowth since the reform and opening up policy. However, when it becomes active inthe social stage as a new force, the government seems to be not ready in the change ofthe concept and the system construction.By other’s faults, wise men correct their own. The fourth chapter is the abroadNGO development experience. This chapter mainly summarizes the experience ofabroad countries and combines with the situation of China from the following fouraspects including NGO registration management system, sources of funding, thepreferential tax policy and organization of regulation.Changing concepts and system construction are the only way of NGOdevelopment. The fifth chapter discusses the development of NGO. The guarantee ofthe norms NGO development is to improve and to strengthen the party’s leadership init. The party and the government should change the concept to promote the functionof NGO in different fields. NGO legal system construction, support systemconstruction, construction management mechanism are important parts of systemconstruction.The conclusion part analyzes the consistency and conflict between NGO andChinese political development of democracy. It is regarded that Chinese governmentneeds to raise the level of political institutionalization in order to accommodate theNGO accelerating development.
