The Problems And Countermeasures Of The Mass Interest Expression In Contemporary China

Our country is in the transition period. The interest is different, and the demands of interest groups are various. Social transition and the democratization promoted the public's enthusiasm of political participation. The people have a strong wish for expressing their desire to policy-makers, which can influences the formulation of public policies and can help them to achieve their own interests.However, there are many problems in present interest expression in China, like the conflicts between the subjects of interest expression and the interest expression channel, the conflicts between the rationality of interest expression and the non-rational ways to express, the contradiction between the interest expression subjects and objects, the omission of organization in the course of interest expression. The Socially vulnerable groups are imbalance in human rights in a long-term. This imbalance in rights erodes the cornerstone of social stability. The structure of the social in transition period will face the risk of fracture.Interest expression is a dynamic process. If the interest wish can not be integrated into interest demands, they will not be able to enter the policy-making system through inputting way smoothly. So this paper will analyze the dynamic process of interest expression, and not just limited to the specific channels of interests expression.In this paper, firstly, the conception of interest expression was clear. To grasp the subjects, objects, channels and content of interest expression, is the understanding to know the process of interest expression accurately.Based on the conception of interest expression, we know the beginning and end points in the process, and point out that the process of interests expression can be divided into three stages: The sporadic interest expression; The interest wish transforms into the interest demands ; The interest demands enter the political system. There are seven types, partly of which are not effective.Corresponding to the above-mentioned seven types of interests, the interest expression in our country is less efficient and sometimes invalid. The main problems in present interest expression in China are the omission and the inability of organizations; the interest subjects do not have the ability to express; the channel of interest expression is not perfect; interest objects is short of democratization and monocracy; the direct inputs without agents is the first choice for the esne and elites;the inner inputs have become the main way.To solve the existing problems, we should take the following measures to improve the interest expression mechanism. We should strengthen the ability of organizations, standard the behavior and ability of the interest subjects, increase the amount and variety of interest expression channel, perfect the existent interest expression channel, make the administrative information know to public, make the ruling party to be an effective channel.The construction of a perfect interest expression mechanism of our country will be a long-term process. It needs common participation and efforts of all aspects.
