Public interest is respect to individual interest, and it is very different formnational interest, social interest and collective interest. The public interest is reflectedin material form and the abstract form. Expression body and channels of the publicinterest, in the reality of the democratic political, shows the diversity. Current, there ispluralism, corporatism, clientelism expression mode of interest in the westerncountries, and combing these expression modes to promote the expression ofdeliberative democracy and the public interest is undoubtedly a positive inspirationand reference. China’s current public interest is expressed mainly through theabsorption of the interests in the political organization, through the National People’sCongress and CPPCC reflect the public interest, through the coordination of theinterest of social groups and direct communication, which plays a supporting role inthe expression of interest. Our expression of public interest epitomized the problem isthat the government cannot play its due role, poor expression mechanism, the lack ofresources.Deliberative democracy as a new form of democracy originated in the West in the1980s, and the western theory of deliberative democracy produced in the theoreticalframework of the western democratic discourse and party politics. The fundamentalvalue of aspirations has certain significance. Under the leadership of the CommunistParty, China has formed a deliberative democracy with Chinese characteristics; thecharacteristics of the consultation body position and role are the constitutionalprovisions. Democratic centralism comes throughout the deliberative democracyprocess. The integration of Chinese characteristics Deliberative Democracy andpublic interest, and public interest channels unimpeded is the inevitable coupling.Chinese contemporary democratic political development, social harmony and stability and healthy development, based on the expression of the interest of the public dialogue and consultation is extremely important. To this end, we should pay attention tothe institutional arrangements for dialogue and consultation, adhere to the basic principles of dialogue and consultation, public information, listen to different opinions and suggestions; taking full advantage of dialogue, consultation and debate to consider theprogram when making any decisions, making full of the role of the government in theintegration of interests and decision-making output function. Cultivate a new type of socialist culture to promote consultative body and resources building, nurturing interm ediary organizations to promote the expression of deliberative democracy and the public interest.
