As the China mass higher education era comes, there appears sharp increase in the number of college students on campus, and the burden on counselors correspondingly raises. The university stage is the crucial transition period for their lifelong development, college students tend to show their self-contradictory mentality: earnest desire for independence while strong reliance on others, strong thirst for knowledge while weak in capacity of discernment, swaying between emotion and reason, intertwined between isolation and affiliation need, all of which attribute to greater pressure on counselors. Exposed to the social environment full of changes, college students, to different degrees, have many problems, such as confused political beliefs, fuzzy ideals and beliefs, distorted values, weak sense of integrity, lack of social responsibility, which require higher quality of college counselors.As the work force and backbone in college students’ ideological and political education, counselors are crucial in the process of educating, guiding, training and creating students and play a significant role as the organizers, practitioners and instructors of the daily management. The current studies in terms of rational instrument on management of college counselors are rare, and although some studies draw on enterprise performance management theory and methods, they seldom consider the particularity of college counselors. Therefore, it would be of great theoretical and practical significance to establish a counselor management system that could continue improving and developing by means of deepening research in this field and carrying out exploration of methodology by means of theories and methods of management combined with counselor management practices.With the main line of evolutionary changes, this paper, which is based on the analysis of domestic and foreign counselors, and cites inspiring, agency and evolution and economic theory into the studies of the construction of counselor team, has studied the changes of management system of college counselors, and then propose the management of risks and difficulties under the university counseling agency. Then with the use of evolutionary game model, the paper makes a simulation research on the main body of counselor behavior management which leads to the necessity and inevitability of the development of professional counselors. And finally, through the construction of college counselor performance management system and University A ’s practical application, the research ideas and theories countermeasures to the management of the College counselor in new situations are formed. This paper consists of eight chapters. Chapter1is an introduction to explaining the background and significance of the thesis, and the review of relevant literature. Chapter2is the basis of the theoretical part, and it aims to introduce a comprehensive system of management of the current counselor on the main theories and methods. The main parts of the paper are Chapter3, Chapter4, Chapter5, Chapter6and Chapter7. Chapter3analyzes the evolution of management system and methods of Chinese college counselors and draws on the agent theory in Management and analyzes the agent risks and the management difficulties in counselors’ work. Chapter4, based on the game between schools and counselors under the agency relationship, makes theory study involving college counselors’ main act evolution, and presents career development plan on evolutionary perspective in Chapter5and design of performance management system on career development in Chapter6. Through the study of university A’s counselor practice of performance management applications, Chapter7builds a college counselor performance management system with the practical value. Chapter8of the text makes a summary and outlook.
