Research On The Construction Objectives Of The System Of The Modern Technical And Vocational Education And Training

With the innovation of the development mode of the socio-economy, China has proposedthe great plan to establish the system of the modern technical and vocational education andtraining (hereafter as SoMTVET). Owing to the lack of the theoretical preparation, a set oflogical, systematic and operational construction objectives have not been brought forwardexcept the "three-step" construction objective strategy proposed by the Ministry of Educationin2012. In this context, it has an important time value to carry out the research onconstructing objectives of the SoMTVET.To achieve the research objectives, this paper conducted the sub-researches from fourmacro-levels with the methodologies of literature research, comparative method, semanticanalysis, system analysis and work breakdown structure (WBS). The first macro level deeplyexplored the real base of the SoMTVET wth the literature research method, including itsresearch status, constraint conditions, and dynamic mechanism and construction difficulties,in order to find out the breakthrough for the rational state of the SoMTVET. And on the basisof the grasp of its real base, the second macro level thoroughly analyzed the benchmark of theconcept of the SoMTVET with methodologies of the literature research, the semantic analysisand systematic analysis，so as to define the basic connotation and the structural framework ofits rational state. The third macro level exploited the theoretical basis of the research on theconstruction objectives of the SoMTVET with the methodology of literature research and theresearch paradigm of system science, including the theoretical basis, the main connotation,the decomposition principle and decomposition model of the research on the constructionobjectives of the SoMTVET. The forth macro level decomposed and sequenced the overallconstruction objectives of the SoMTVET based on the thought of the objective managementand the paradigm of work breakdown structure of the project management, to finally build upthe construction objective system of the SoMTVET.This research mainly achieved three conclusions and innovations. Firstly, the basicconnotation and the structural framework of the SoMTVET have been defined. This findingargued that the essential nature of the SoMTVET is the adaptability to the level of the organiccomposition of the socio-economy and the level of the learners’ development; therefore, theSoMTVET should be able to fully adapt to the diverse needs of the industrial workers causedby the organic composition changes of the socio-economy, and completely adapt to thevarious requirements of the learners in their career development process. On this basis of itsconnotation definition, this paper defined the boundary of the SoMTVET with the concept of the continental shelf, and then divided the structural framework of the SoMTVET into mainbody, extension body, mediate body, and the environment. Secondly, this research analyzedthe complex relationship of the “environment-system-subjects” coupling symbiosis of theSoMTVET with the system science, and then established the construction objective systemanalysis model of the SoMTVET. Thirdly, based on the construction objective system analysismodel, and the ideas and methods of the work breakdown structure of the projectmanagement, this dissertation decomposed the overall construction objective into sub-projectsand sub-objectives step by step and layer by layer, and finally constructed the objectiveframework and the objective system of the SoMTVET composed of the overall constructionobjectives, the external mechanism construction objectives, the internal mechanismconstruction objectives, the main body construction objectives, and the extension bodyconstruction objectives.
