Vocational education is an important component of Chinese educational system, and plays an important role in Chinese development. Since reform and opening-up, vocational education from both school and the education quality and size has made rapid progress and also made an considerable contribution to Chinese construction of socialism and reform-and-opening-up.Before introducing the training mode at home and abroad, it's necessary to identify the concept of vocational education mode. Currently, there has no unitive view on the training mode concept, but it can be summed up as schools and employers both by education goals to determine training objectives, course content, training methods and guarantee mechanism and the shaped paradigm forming in practice.Existing foreign classic pattern of vocational education contains "Dual System" training mode, CBE training mode, and MES training mode. These modes have two common advantages: in the three above modes, practice in the teaching process, accounts for a very important position; three models do a good communication between school and enterprise. But it should be noteworthy that the foreign training patterns are set up according to the foreign economic and social development. Comparing to western countries, China's vocational training model begins much later than them, and steps into the large-scale development only since reform and opening-up, and it has come out after referring to foreign models of vocational education and combining of China's economic development and the actual development basement of China's vocational education. At present, the domestic relatively more well-rounded vocational education has four types: five-stage training model, a combination of research and learning and production training mode, order form training model, employment-oriented training pattern. Each of these models stresses different point: five stage model is based on the order in which things happen, the second mode makes full use of the three kinds of resources the schools, enterprises and research institutes resources, order-type training mode is the most deep school-enterprise cooperation model, employment oriented training mode is created by the starting point based on students of employment.Having gathered up the fruits of previous studies, I turned my focus to the northeast model of vocational education. The theoretical study of its mode includes three, namely, project management theory, innovation theory and system theory. These three theories for the Northeast later in vocational training model and its implementation of the system of innovation provides a theoretical support. The project management theory provides a theoretical basis for the vocational education model implementation system in northeast region, the innovation theory provides a theoretical basis for how to proceed the innovation of Northeast China vocational education model, and as a integrated model system and implementation system, the system theory both provide a theoretical support for the two above theory systems.After analyzing the status of job market in Northeast, I conclude that talents demand in Northeast shows the following features: supply and demand of different level personnel distinguish greatly; College degree or above in the practical talents is more popular; in catering, tourism, service industry, job demand still stay high-level, and the gap between supply and demand increases more; all-round talents are most popular with enterprises. Whether training mode meet market requirements, has become an issue of great concern from institutions of education or training institutions. Therefore, training quality is directly related to personnel training mode, so a educational institution or training institution can just meet the job market, its personnel training mode is definitely a success.Apart from analyzing talents demand from the market point of view in Northeast, this paper also analyzing the focus on development of industries in Northeast from the perspective of industry, in order to provide a guide for the establishment of training mode system. By using the location quotient method to analyze the pillar industry of the northeastern region and the characteristics of industries ,they are oil and gas industry, transportation industry, ferrous metal smelting and rolling processing industry and oil processing and coking industry, general equipment manufacturing, agricultural and sideline food processing, electric power, hot water production and supply industry and chemical raw materials and chemical products manufacturing, wood processing and wood, bamboo, rattan, palm grass products, special equipment manufacturing industry, mining industry, pharmaceutical manufacturing industry, coal mining and washing.Vocational education is only one type that trains practical personnel for the social production, construction, management and service industries, and it focus on serving local economic development. Therefore, personnel training mode of vocational education should be able to adapt to the needs of local development and meet local requirements on the quality of talent. From the whole nation perspective, the socio-economic development of Northeast is in a more moderate level, agricultural production accounts for a large proportion of GDP, personnel cultivation method is still relatively backward, and it does not form the mode of a kind to adapt to the local social and economic development. Agricultural production in northeast China is still based on the units of home, production of winter is still in a state of stagnation, most of people have received education generally from experience without receiving any formal training. In this reality, the nation has proposed to spread universal secondary vocational education for rural laborers after the completion of a nine-year compulsory education in order to training talents to adapt to the production mode of scale operation in Northeast , which requires talents not just have to understand the agricultural technology, also need to understand management, administration, sales. Large-scale production also means large-scale mechanized operations, then the operation of agricultural machinery is also vital.Northeast is a old industrial base. According to the local characteristics, the development of industries means the development of high-end technology. Therefore, for the secondary industry, vocational education training target is under the direction of lifelong education to foster applied research talents and high-skilled talents, and through the hierarchical education to achieve the goal of vocational training pattern.Under the international context that China has entered into WTO and the world economy becomes increasingly integrated, the tertiary industry, that is the service industry, is bound to reach a wider scope and deeper extent, it will attract more foreign capital into the market, and render global competition to get more intense. the opportunities and challenges of service industry that concurrence in external environment have called for the talents to be provided with higher quality . Therefore, the emphasis on training the tertiary-industry talents with international quality, have already become China's necessary requirement for tertiary-industry development, in order to foster comprehensive and balanced development of talents and the compound as well as international talents and all-round talents, so to achieve the above goal, the combination of vocational schools and training institutions is a musty way to go. According to various industry personnel training mode, respectively, propose the various implementation system and guarantee system to meet the need.
