| The differences in economic development facilitate the transformation of regional industrial structures and the industrial transfer.The inter-regional industrial transfer brings about the economic boom and the upgrading of industrial structure at both the national level as well as the regional level while it also accordingly triggers the transformation of industrial structures,changes of spatial distribution and the flow of production factors.As a result,the industrial transfer and various structural transformations not only promote the great-leap-forward economic development but also contain the corresponding risk shock.Since the 1990 s,the industrial transfer in Eastern China has driven the rapid growth of economy;with the development of economic transformation and escalation plus the unbalanced changes of the regional economic development,the industrial transfer in Central and Western China over the years has also achieved substantial rises.However,unbalanced development has appeared between the Midwestern part and the Eastern part due to the limitation of regional conditions in undertaking industrial transfer as well as the restriction by systematic differences.As China's important energy and raw materials supply base,Shanxi heavily relies on mineral resources,which forms the "Coal-dominant",extensive and simplex industrial structure in the regional economic development.Deep-seated contradictions and problems in the resource-based economic development cause the adjustment and optimization of the industrial structure to be the crucial point in Shanxi's economic and social transformation.Under the background of comprehensive reform experiments of the transformation of resource-based economy,to explore the mechanism and effects of the industrial transfer on the optimization and upgrading as well as the transformation and the development of the industrial structure in Shanxi Province and to effectively undertake the industrial transfer is not only of important theoretical value for industrial transformation and development in the resources-based regions,but also with important practical value for the construction of the industrial economy in the “The Belt and Road”.Based on relevant theories of Industrial Economics and Regional Economics,this dissertation studies the present situation as well as the existing problems in the undertaking industrial transfer in Shanxi Province and explores in depth the influential factors and their mechanisms of industrial undertaking effect by adopting inductive comparison method,Granger causality test,Pearson correlation analysis and regression analysis method.Meanwhile,this dissertation constructs the theoretical framework of industrial transfer effect analysis from four dimensions: the economic growth,industrial structure,technological progress and employment;inspects the influential effects of industrial undertaking on the upgrading of industrial structure in Shanxi Province;and puts forward specific and targeted countermeasures as well as suggestions on further improving Shanxi's industrial undertaking development strategies,repositioning the industrial undertaking in Shanxi Province and maximally promoting the positive role of industrial undertaking on the transformation development in Shanxi Province after combining successful cases on industrial undertaking at home and abroad.Research results have shown:Firstly,the industrial transfer and undertaking will accelerate the free flow of some important elements such as capital,information,labor,technologies and resources both inside and outside the region,which achieves the optimal allocation as well as the reorganization of resources and improves economic and social benefits of industrial undertaking regions.The influential effects of industrial undertaking on resource-based areas can be classified as: elements injection and reconfiguration,technological spillover and diffusion,human capital optimization and industrial structure adjustment etc.Secondly,industrial undertaking has significant influence on Shanxi's economic growth,industrial structure adjustment,technological progress and employment.(1)Economic growth in Shanxi is to a certain extent closely related to and has mutual promoted effects on undertaking industrial shift;(2)In terms of industrial structure impact,the proportion of the industrial undertaking influence on the secondary industry is reduced while that on the tertiary industry is increased in Shanxi Province.According to the relationship between Shanxi's industrial structure and industrial structure evolution rules,undertaking industrial transfer will conduct some adjustment on the industrial structure in Shanxi Province and will promote the upgrading of industrial structure.(3)In terms of technological progress,improvement on Shanxi technology output efficiency by industrial undertaking shows short-term fluctuations,but tends to gradually increase as a whole.(4)In terms of employment,every 1% increase of foreign direct investment in Shanxi can bring 2.356% increase in employment.Thirdly,based on the status and influence of industrial undertaking in Shanxi Province,this dissertation points out that Shanxi needs to reposition the industrial undertaking by combining cases of industrial undertaking at home and abroad,on the basis of related parameters of industry gradient as well as industry concentration and by combining the advantages of Shanxi Province.From the industry content,the key industries Shanxi Province undertakes are food industry,textile and clothing,electrical and thermal industry,electronic information,non-ferrous metals,petrochemical industry,equipment manufacturing,transportation equipment manufacturing and bio-medical industry.Meantime,Shanxi needs to pay high attention to regional characteristics and to implement diversity development and dislocation competition in order to better promote economic and social health and rapid development of Shanxi Province.Fourthly,through the concrete analysis on the practice of industrial undertaking in Shanxi Province,this dissertation points out that undertaking industrial transfer is a major opportunity and development power to improve industrial transformation in Shanxi Province.In the process of industrial undertaking in Shanxi,development zones are built step by step and become the main carrier of industrial undertaking;the scale of utilization of foreign direct investment expands unceasingly;equipment manufacturing and processing trade industry are the main force in industrial undertaking;the area of industrial transfer is relatively concentrated.Finally,this dissertation puts forward the corresponding policy suggestions concerning promoting industrial undertaking effect in Shanxi Province. |
