The whole world has already experienced there large-scale industrial transfer. Consequently, Japan and Germany,"four Asian dragons ", and coastal areas in China successively have risen abruptly and has realized the economic growth with leaps and bounds. It has been proved by practice that the industrial transfer not only plays a decisive role in upgrading industrial structure, boosting industrial competitiveness and strengthening heightening economic strength for both the transfer region and receiver region, but also has become the important form of realizing economic cooperation between countries and between areas gradually.Since the reform and opening up, Chinese economy has developed rapidly, but coordinated development of regional economies is confronted with severe challenge. On the one hand, economic aggregate has been increasing constantly, creating on miracle after another. On the other hand, the gap of economic development between regions has continued expanding, society and economy contradictions such as the lagging of industrial structure and similarity of industrial structure have become more outstanding, which have restricted the quality and benefit of economic growth and sustainable development of economy in China severely.Entering21st centuries, Developed countries maintain tendency of international industrial transfer to developing countries. And over the past few years, within China, because of factor cost increase and deterioration of development environment, coastal regions in southeast, which advanced with high speed and improved economic strength extremely by undertaking the third industrial transfer in the world, have lost part advantage of industrial development, and has consequently become the active force source of the fourth industrial transfer within the world environment. At present, regional industrial transfer and industrial undertaking becomes objective requirement and inevitable trend in order to realize eastern regions’ upgrading of industrial structure, central and western regions’adjustment of industrial structure and coordinated development of regional economies.The thesis is divided into three sections, including introduction, theory studies (from Chapter Ⅰ to Chapter Ⅲ) and demonstration analyses (from Chapter Ⅳ to Chapter Ⅷ).Introduction part gives the brief of the background and meaning of studying, research method and writing train of thought, writing difficult points and innovation of the thesis.Chapter Ⅰ is the theories general of the industrial transfer. In Chapter Ⅰ, The thesis Expounds the relatively mature foreign theories of the industrial transfer and domestic research results on the industrial transfer, and carries out the appropriate summary and induction the development and defect of theories. Presently, perfect theoretical system on the research of the industrial transfer has not been formed in China. However, domestic economists have carried out the comparatively thorough analyses and exploration on causes, patterns, effects of the industrial transfer and relativity with the industrial structure.Chapter Ⅱ is the general law and economy effect analyses of the industrial transfer. In Chapter Ⅱ, the thesis defines the industrial transfer and its classifications and characteristics, then analyzes key factors affecting the industrial transfer, finally, sets forth the relativity between the industrial transfer and adjustment of the industrial structure and different economic effects on the transfer region and receiver region.Chapter Ⅲ is the practice of international and domestic industrial transfer. In Chapter Ⅲ, the thesis introduces fundamental state, characteristics, causes and the effect on our country of the international industrial transfer, and analyzes the background, trend, features and driving force mechanism. Chapter Ⅳ is the necessity and feasibility of Hubei province’s industrial undertaking. Under new international and domestic situation, Hubei province located in central and western regions should be active in industrial undertaking, which is not only the need on its own development, but also the only way which must be passed being to realize coordinated development of regional economies. In Chapter Ⅳ, the thesis demonstrates that there is gradient of economy in Hubei province and eastern coastal areas by large amount of data analyses, which gives the basis for Hubei province’s industrial undertaking from eastern developed areas in China and other developed countries. Then, the thesis explores the advantage, disadvantage, opportunity and challenge of Hubei province’s industrial undertaking, and concludes that Hubei province ought to foster strengths and circumvent weaknesses in the course of industrial transfer.Chapter V is the conditions of industrial undertaking appraises on Hubei province. In Chapter V, the thesis introduces the international and domestic background of Hubei province’s industrial undertaking, analyzes the present condition and characteristics and influence on Hubei province’s economy of industrial undertaking, then points out main existing weakness during industrial undertaking.ChapterVI is Hubei province’s industrial undertaking and adjustment of the industrial structure. In ChapterVI, the thesis demonstrates the industrial structure and inside structure of three industries, finds out problems of the industrial structure in Hubei province, then puts forward emphasis and target of industrial restructuring.
