Technology innovation is the main force for a country or region to realize the rapid development of economy, as well as an important tool for enterprises, colleges and universities, scientific research institutions and the government to realize the alliance cooperation and promote the upgrade of industries. Chinese technology innovation has experienced the evolution process from the institution-centered mode under the planned economy in the early years of our country, the college-centered mode in the1980s’reform and opening period, to the enterprise-centered one under the innovative system nowadays. Although in different historical periods, it has different subjects and aims, technology innovation has no doubt become the important part of our country’s innovative system.The industrial technology innovation is market-oriented and based on the invention of enterprise techniques, aiming to upgrade the industries and enhance the industrial competitiveness. From the working mechanism, it is the sum of a series of activities from the beginning of a new product or skill, then the technical development (or the introduction, digestion and absorption), the production, the commercialized process and finally the realization of its industrialization, the emphasis being the spread of enterprise and industries. Meanwhile, as the core direction of our country’s researching and teaching mode reform under the new situation nowadays, the production-teaching-research combination has not only integrated the advantages of high-education institutions’ research ability, environment and information, but it also embodies the tendency of the enterprise development in optimizing and utilizing capital. The nature of this cooperation is the combination of theory and practice as well as that of products and the market, and it has become a necessary way to enhance our technical progress and research innovation. The process of the cooperation is actually the innovative process or the process of the overflow effect of production elements’ recombination. Therefore, the combination and cooperation of technology innovation and production-teaching-research cooperation have now become a new issue as well as the cohering point of knowledge innovation system and technology innovation system, the two of which intersect, complement each other and mutually develop.By the defining of the cooperation of technology innovation and production-teaching-research combination, the theoretical analysis and the reference of advanced experience at home and abroad, this dissertation put an emphases on the following aspects.Firstly, with the analysis of the related definition, the paper points out that the combination not only directs at their borders, but it is also the embodiment of the definition extension and crossing, the reunion of the two definitions resulting in appearance of the strategy alliance form of the industrial technology innovation.Secondly, quantitative analysis is adopted to make clear the present situation of the technology invention participation by Chinese enterprises, teaching and research institutions and the government, that of production-teaching-research combination, and the problems existing in the participation course, which is according to the subjects who take part in the cooperation and in the form of questionnaires and field visits.Thirdly, this dissertation builds different participation subjects like enterprises, teaching and research institutions and the government etc, the route and the pattern of the combination.Fourthly, the dissertation covers the evaluation principles and methods concerning the combination, and further builds the three-area evaluation system, theoretically assessing its combination effect.Finally, taking the example of the combination of Henan Tianguan Group and Life Science&Technology School of Nanyang Normal University, the paper uses Luo Rating Scale and questionnaires etc. to make an empirical research on the effect of the assessment system and points out a series of factual problems in the real cooperation.By analyzing the cooperation of technology innovation and production-teaching-research combination on the basis of the domestic and overseas experience and the Chinese situation, this paper puts forward to the route and mode of the cooperation, constructs the related evaluation system and exemplifies it by Henan Tianguan Group and Nanyang Normal University, the ideas in which further develop the innovative theories of the industrial industry, offer a better foundation for the cooperation and some decision-making reference for the creative activities of enterprises, teaching or researching institutions and the government.
