Research On Informal Institution In Ecological Civilization Construction

With the industrialization and urbanization advancement speeding up,ecosystem degradation,environmental quality deterioration,increasing resources and environmental constraints and other issues have become increasingly prominent,and cause great harm to and the all-round development of people and the comprehensive progress of society,and restrict the sustainable development of economy and society,the construction of ecological civilization is imperative.Ecological civilization construction is a process of institutional change and institutional innovation,and the change of formal institution and informal institution should be carried out simultaneously.From the perspective of institutional change,formal institution change can be achieved in a short time through design,transplant or by means of reference.However,informal institution can hardly be changed in a short time because of its inner historical sediment and cultural tradition,the lag ofinformal institution change restricts the effectiveness of formal institution and implementing mechanism.In fact,informal institution provides a platform for formal institution to develop and play its role,informal institution is the supplement and perfection to formal institution,and gives impetus to achieve the targets of ecological civilization construction.At present,China's legal system of ecological and environmental protection is not perfect,institutional implementing mechanism needs to be improved,informal institution still plays an important role in people's social and economic activities.However,the insufficient institutional supply seriously restricts the implementation of ecological civilization construction.In view of this,analysis of informal institution in ecological civilization construction has important theoretical and practical significance to enhance the development of ecological civilization construction and to strengthen informal institutional innovation and arrangement.This dissertation employs institutional analysis method,statistical analysis method and calculating analysis method to test the impact of informal institution on ecological civilization construction.First,institutional analysis method.Based on informal institution theory,this dissertation explains the connotation,characteristics and functions of informal institution,constitutes the informal institution arrangement of the ecological civilization construction,explores the dual effects of informal institution on ecological civilization construction,and makes an analysis of the mechanism of informal institution impacting on ecological civilization construction.Second,statistical analysis method.The principal component analysis method is applied for data processing and the construction of informal institutional comprehensive index.By building an ecological civilization construction evaluation index system,this dissertation uses the principal component analysis method to determine the weight of the four dimensions of ecological civilization construction,so as to get the total index.Then this dissertation makes an analysis of regional differences and development trends of ecological civilization construction.Third,calculating analysis method.This dissertation tests the potential relationship among different variables by means of threshold regression techniques,and studies the impact of informal institution and its three dimensions on ecological civilization construction based on panel data.This dissertation carries out research according to the thought of theoretical interpretation-empirical analysis-solutions and suggestions.Firstly,based on the comment on the domestic and foreign relevant literature,this dissertation analyzes the connotation and features of the construction of ecological civilization,explains the connotation,characteristics,functions of informal institution,and the relationship between informal institution and formal institution,then based on the path dependence theory and embeddedness theory,this dissertation constitutes the informal institution arrangement of ecological civilization construction from the perspective of subjects of ecological civilization construction,which include political achievement concept,production concept and consumption concept.Secondly,this dissertation explains the promoting and the hindering function of informal institution on the construction of ecological civilization,and explores the function route of informal institution on the construction of ecological civilization,then explains the threshold effects of human capital and economic development level of informal institution on ecological civilization construction.Then,based on the four targets of ecological civilization construction,this dissertation constitutes an ecological civilization construction index system,which is including four dimensions,namely ecological vitality,environmental protection,ecological economy and social progress.Then,this dissertation employs the principal component analysis method to measure and analyze ecological civilization construction level of China and the provinces from 2006 to 2014.Furthermore,this dissertation constitutes an informal institution index system and tests the threshold effect of informal institution and its three dimensions on ecological civilization construction,and then explores the threshold effects of human capital and economic development level of informal institution on ecological civilization construction.Finally,based on the theoretical explanation and empirical analysis,this dissertation put forward suggestions and proposals for promoting the construction of ecological civilization and informal institution.Innovations of this dissertation include three aspects:firstly,this dissertation explains the function mechanism of informal institution on the construction of ecological civilization.Based on the informal institution arrangement of ecological civilization construction,this dissertation explores the function mechanism of informal institution on the construction of ecological civilization from three aspects,including political achievement concept,production concept and consumption concept,so as to analyze how informal institution influence ecological civilization construction through its subjects,thus making an innovative exploration of the relationship between informal institution and ecological civilization construction.Secondly,this dissertation analyzes regional differences and development trends of ecological civilization construction from its four dimensions.According to the target-oriented principle,this dissertation constitutes an ecological civilization construction index system,and employs the principal component analysis method to obtain ecological civilization construction index,and then makes a comprehensive analysis of the regional differences and development features of ecological civilization construction from its four dimensions.Thirdly,this dissertation tests the impact of informal institution on ecological civilization construction.Based on the provincial panel data of China from 2006 to 2014,this dissertation employs threshold regression techniques to test the influence of informal institution on ecological civilization construction,and explores the threshold effects of human capital level and economic development level of informal institution on ecological civilization construction.Then,this dissertation compares the threshold effect of informal institution and formal institution on ecological civilization construction,and further analyzes the threshold effect and features of the cross-effect of informal institution and formal institution on ecological civilization construction,in order to make a comprehensive and in-depth exploration of the impact of informal institution on ecological civilization construction.
