With the increase of the service time of Jiangsu highway and volume of traffic, the distress type and growth rate will continue to increase and accelerate, the highway will go into the peak time of maintenance, the task of maintenance management is very arduous, the demands of detection technology, diagnostics, maintenance technology, decision-making and other technologies will continue to grow. The objective of this research is to establish the technical condition of highway asphalt pavement evaluation system, and develop the prediction model of key indicators of highway asphalt pavement, and propose a framework of maintenance management decision-making to achieve scientific decision-making in maintenance. Combined with the work done based on the research, based on Jiangsu highway, evaluation and prediction of highway asphalt pavement performance have been investigated.On the basis of summarizing the current situation and development trend in evaluation and prediction pavement performance, the existing problems on current detection and evaluation of highway maintenance and management have been analyzed. By collecting relevant performance data of Jiangsu highway, the research on Pavement structures and materials, traffic axle load condition, status and development trend of pavement performance of Jiangsu highway has been carried out. And pavement rutting has been determined to be the key problem needed to solve in current stage and future in Jiangsu highway.Based on the annual data of pavement damage in Jiangsu highway, an in-depth analysis has been done on the characteristics of asphalt pavement damage of Jiangsu highway, proposed a new classification structure of road damage. Combined with characteristics of pavement performance of Jiangsu highway, the technology status of pavement structure has been classified, including the road surface functional indicators, pavement structural indicators, pavement carrying capacity indicators and pavement materials' performance indicators. Based on the classification results, reasonable single pavement performance evaluation indexes have been proposed.Focus on the existing problems in practical application process of pavement performance evaluation methods for our current specification, in accordance with the pavement performance detection data, using hypothesis test and expert surveys, new assessment model and evaluation criteria for highway pavement roughness condition and rutting condition have been proposed in this research.Because of the lack of pavement damage evaluation in our country's existing specification, three new project-level pavement damage evaluation indexes including transverse cracks rating index TCEI, pavement repair condition index PPCI and pavement surface damage condition index PSCI have been proposed. Based on the concept of dynamic changes of index weight, analytic hierarchy process and entropy value method have been used to determine the attribute weights and rank weights, so a new comprehensive evaluation method for pavement damage condition variable weights has been developed.The rationality of new index PDCI has been proved through comparing with the existing index PCI. Based on the layering evaluation principle, this study chooses multi-point FWD deflection difference index as the evaluation index of each structural layer condition, by correlation analysis between back-calculation modulus based on the measured deflection basin of each structural layers and parameters of deflection basin, the validity and rationality of evaluation index of pavement structural strength condition have been verified.Finally, the evaluation index system of technical condition of highway asphalt pavement structure has established, with the key evaluation indexes consisting of rutting condition, roughness condition, cracking condition, repair condition, damage condition, pavement layer status and secondary evaluation indicator of high temperature stability of pavement materials. Select the detection data of actual pavement, using the current specification evaluation system and evaluation system established in this study to evaluate the pavement performance respectively, then the rationality and applicability of the evaluation system have been verified.According to the characteristics of pavement performance data of Jiangsu highway, advantages and disadvantages of the commonly used prediction models have been compared, then prediction method of highway asphalt pavement performance has been determined. And based on the detection performance data of actual pavement, clustering gray prediction model, multiple regression prediction model and combined prediction model based on gray theory and multiple regression analysis have been developed.According to pavement maintenance historical data of Jiangsu highway, pavement maintenance methods have been analyzed. Based on decision-making needs of the highway pavement maintenance management, research on pavement maintenance decision index level, prioritization of maintenance measures and decision-making strategies have been investigated. Based on existing research results, the framework of pavement maintenance management decision-making system has been established, and the reasonableness of the framework has been verified through case analysis. This study is a concrete manifestation of the scientific decision-making and provides analysis tool and basis for the highway pavement maintenance management department, and also provides a full range of technical support for the highway pavement maintenance management business, has a profound practical significance and theoretical value.
