Study On Highway Traffic Safety Evaluation Based On Road Traffic Safety Law

Road traffic safety law is an important principle to maintain the traffic order,prevent and reduce traffic accidents,improve road traffic efficiency,protect personal safety and property safety.Road traffic safety law is an important principle of respecting life and people-oriented.The perfection of legislation is the premise;strict and impartial law enforcement is the key;abiding by the law is the foundation of social autonomy.Therefore,based on the road traffic safety law on highway traffic safety evaluation is conducive to government legislation,traffic control department law enforcement and law-abiding citizens,promote the rule of law and road traffic safety to improve.This paper presents a method of highway traffic safety evaluation based on the road traffic safety law.In view of the road traffic safety law is being implemented,analysis of the impact of road traffic safety law implementation situation and the rule of law,the legal system implementation effect factors,determine the evaluation index of highway traffic safety,establish the evaluation index system,selecting the index by the method of conditional generalized variance minimization,using matter-element evaluation method to select learning sample,construct the highway traffic safety evaluation model based on SVM,optimize the model parameters,analyzed by SVM toolbox in MATLAB software.The implementation of the road traffic safety law based on highway traffic safety evaluation results to put forward the strategies to improve the traffic safety and management optimization strategy,,evaluation of the implementation of the road traffic safety law based on the change of the data of traffic flow and variable speed limit method before and after the implementation.The method of combining theoretical analysis with case analysis,combining qualitative analysis with quantitative analysis and systematic analysis.This article mainly carries on the research from the following aspects:(1)Analysis of the effect of the implementation of the road traffic safety law based on three aspects of legislation,law enforcement and law,focusing on the effect factors of road traffic safety law the four aspects of people,vehicles,roads and traffic management influence person car the road and traffic management and interaction analysis.(2)Analysis of the factors affecting the implementation of the road traffic safety law effect,selecting the method based on the selection principles and evaluation index,select 20 evaluation indexes,the classification of index by using expert scoring method,and then establish the evaluation index system of highway traffic safety of road traffic safety based on the method,through the analytic hierarchy process to determine the weight of each index study,sample selection using matter-element evaluation method,creating traffic safety evaluation model based on SVM.The use of partial two binary tree SVM multi classification algorithm and selection method based on similarity matrix parameters,using SVM toolbox of MATLAB software to solve the model,through the testing and inspection of the learning samples,and compared with the BP neural network evaluation results,verify the validity of the evaluation model.A case study of three Highway in China.Based on the analysis of the actual situation of traffic safety,this paper uses the highway traffic safety evaluation model to evaluate the effectiveness of the model(3)According to the evaluation results,the main problems of road traffic safety law in the implementation process,before it is not perfect,using new technology and new methods for the corresponding optimization strategy,to enhance the safety management level of highway traffic.Variable speed system using the traffic flow parameters and traffic environment characteristic parameters of advanced automatic detection technology,through real-time monitoring of traffic flow,determine the speed limit,reducing driving speed between the discrete and the adjacent sections of velocity difference,improve the traffic safety,are often implemented in highway construction area,accident area,tunnel entrance section and ramp special section.Through the evaluation of the implementation effect of the road traffic safety law before and after the implementation of variable speed limit,it shows that the variable speed limit method can improve the driver's compliance rate and promote the implementation of the road traffic safety law.The simulation of variable speed control method using VISSIM software.The results show that the accident area parking times and average travel time are reduced;the average vehicle speed,discreteness and speed difference of adjacent sections were decreased,these results suggest that the use of variable speed to facilitate the implementation of the road traffic safety law more effectively,provide a theoretical basis for to improve the level of road traffic safety law.The main innovation points of this thesis are:(1)in the three aspects of legislation,law and law enforcement based on,from the four aspects of people,vehicles,roads and traffic management,on the basis of road traffic safety law,proposes a method of evaluation results,the selection of evaluation index influencing the effect of the implementation of the rule of law,the establishment of the road traffic safety law implementation effect evaluation system.(2)Using the matter-element evaluation method to select the learning samples of SVM evaluation model,this paper first attempts to build the evaluation model of road traffic safety based on SVM.(3)Based on the research results of variable speed,variable speed limit is proposed in this paper to promote the rule of law enforcement,influence of variable speed before and after the implementation of the rule of law effect,with parking times and average travel time,speed dispersion,average speed and speed difference of adjacent sections as the evaluation index,the results show that the method can promote the implementation effect the road traffic safety law.
