Due to the frequent occur of construction accidents, the construction safety issues have attractedwide attention. With the gradual deepening study about security incidents, people gradually realizedthat system security is no longer just decided by individuals’(elements’) act, but subject to thebehavior of local population (Feature Collection) or even the whole global system. Britain, theUnited States, Japan and many other countries have laws and regulations on safety managementresponsibilities of project stakeholders, as well as China. Although the importance of fullparticipation in security management has become the consensus of theory and practice, but therequirements on responsibilities of stakeholders are confusing.Therefore, it is need to study themechanism about the effect of group behavior on construction safety, in order to better define andunifysecurity responsibilities of construction stakeholders.By studying the impact of domestic stakeholders on construction safety, this paper extends thesecurity risk identification, assessment and control of the construction phase to entire life cycle ofproject, which considers the construction safety hazards comprehensively and helps to increase theeffect of the construction safety management.(1) The unsafe behavior of project stakeholders are summarized by inductively analyzingconstruction accidents, combined with relevant literature in recent years, and then the structuralequation model is got.Based on this,the questionnaire is designed to survey, and SPASS softwareand AMOS software are used for data processing and analyzing,then, the optimization model is got;(2)The SD model is established using Vensim software, and after simulating, the key behaviorindicators are got;(3)Based on project capital construction program, this paper analyzes security managementresponsibilities of each stakeholderin the decision-making phase, design phase and constructionphase of DBB model.
