With The Mid-long Term Railway Network Plan issued and implemented,The Belt and Road Initiatives and Go Global Strategy continually pushed on;there will be many great opportunities for China railway engineering construction in the future markets.In the process of railway engineering construction,the investment efficiency of railway project is directly affected by its survey and design work.Therefore,study on the management of railway survey and design project and perfect the project management theory system will help to improve the competitiveness of China's railway engineering survey and design industry.Besides,it has important theoretical and practical significance for promoting the Go Global Strategy of railway engineering in China and improving the investment efficiency of railway construction projects.This dissertation takes the management of railway engineering survey and design as the study object and puts forward the coding scheme of railway engineering survey and design project.A three dimensional framework model of integrated management for railway engineering survey and design project is constructed and a risk source questionnaire survey of the project is carried out.The risk list of railway engineering survey and design project is determined to establish the integrated risk management model of railway project survey and design project.Based on fuzzy comprehensive evaluation,the method of performance evaluation for survey and design project management is put forward to study and the relevant problems of the railway engineering survey and design project management.The main contents of this dissertation are as follows.(1)The encode scheme of railway engineering survey was put forward based on the method of work breakdown structure(WBS).On the basis of clearly defining the scope and content of the railway project survey and design project,we using the basic principle and method of work breakdown structure(WBS)to build the project tree structure which use work package as minimum unit.The design ideas and coding forms of Masterformat and Uniformat coding system are used for reference.The work structure of railway engineering survey and design and its coding form design have been done,and with which the encoded scheme was put forward.(2)An integrated management model for railway engineering survey and design project was proposed.Based on this model,the stakeholder satisfaction model for related company integrated management and the value chain model of process integrated management were put forward.From the analysis we can get four conclusions.1)The Railway construction survey and design project management is complex system engineering.The integrated management method should be used to build management system,which include the participants management,the process management and major elements management.2)The Participants integrated management includes classification and recognition about stakeholders of railway construction survey and design.Demand analysis and satisfaction evaluation about stakeholders is also needed.3)The Process integrated management includes analysis of the value chain,value-added process and optimal management strategy.4)The major elements integrated management should determine the stage goal and total factor management goal.The dynamic control method should be designed based on goal of whole project.(3)The risk list of railway engineering survey and design project was formed,the risk measurement model of railway engineering survey and design project is constructed,and with the model to measure the risks in the risk list and get their degree.Through risk analysis,it can be concluded that the risk in the process of railway engineering survey and design is not linear,but with the concentration and dispersion of risk at various stages of the project.The descending order of each stage of the average risk degree is:setting up stage(the risk degree is 9.07),supplementary test stage(the risk degree is 8.88),preliminary design stage(the risk degree is 7.58),construction drawing design stage(the risk degree is 7.49).(4)The evaluation index system of railway engineering survey and design project management performance is constructed,and the performance fuzzy comprehensive evaluation model is put forward.A railway engineering survey and design project management performance evaluation index system is established and the weight of each index was calculated by using the two-round Delphy method to finish the survey and analysis it's reliability and data statistics.The most important first-level indexes of the performance evaluation of railway survey and design project are the process of project management and the management result of project.The important indicators in second level of the railway survey and design project management performance are project objectives management,stakeholder satisfaction and results documents.The most important third-level indicator of the railway survey and design project management performance is the satisfaction degree of the owner's needs.This dissertation puts forward the method of railway project survey and design project management performance evaluation using the AHP and fuzzy comprehensive evaluation method and constructs the fuzzy comprehensive evaluation model of railway project survey and design project management performance.The Enterprise X's railway engineering survey and design project management performance evaluation is taken as an example to carry out a fuzzy comprehensive evaluation.
