The relationship between human beings and nature is the long-lasting topic during the developing process of society, and is also the main objects of geography study. In order to solve the comprehensive problems raised when the land spaces are utilized, the Chinese government promoted National Major Functional Areas Plan to divide the whole land space into four types, they are, optimized/key/restricted/prohibited development areas, in which the stressed areas are further divided into key ecology function areas and major grain producing areas. The main tasks of the key ecology function areas are providing the ecological product and guaranteeing the ecological security. The premise of realizing the task is building the harmony relationship between human beings and nature, and the aim is to construct a kind of land using pattern leads to increased production, prosperity and a good ecosystem. As the pilot county of national level key ecology function areas of Hubei Province, Wufeng Tujia Minority Autonomous County possesses unfavorable conditions which shares by most less development places of China, like vast ecology space, complicated landform, massive deficit and poor transportation condition. Under the new background of being the key ecology function area, the first task of Wufeng County is to analyze the status quo of land using, clarifying the main contracts and problems stuck in the spatial governance, so the corresponding suggestions can be brought out to improve the regional development ability and the spatial structure. The literature reviews of related topics show that studies on the spatial governance in this typical kind region are few. So Wufeng County is taken as the example to make a deep exploration. And the whole framework first track back to the study background and literature review, then goes along the path that "theory and methods basement-the history and structure evolution of spatial governance-the problems analysis of spatial governance-the optimization strategies of spatial governance". The whole paper can be divided into the following five parts:In the first part, with the support of investigation and literature review, research foundation is constructed. The review of spatial governance home and abroad are divided into groups according to the space level, the review of key ecology function area are discussed as well. Then the recent study trends are concluded to insure the importance and feasibility of this study topic and the study framework are formed. The second part sets the theory basement, concepts and methods. To begin with, based on the previous studies and framework, the space production theory, synergetic and man-land relationship theory are introduced as the theory basement. Then the concepts of governance and space governance are defined, the Hufty conceptual model (Governance Analysis Framework) is introduced to use its main concepts of tools. Then the concepts of production space, life space and ecology space are clearly defined. Moreover, the main methods are introduced one by one. Under the framework of overall plan for land utilization and related concepts, the whole land type are rearrange into the production, life and ecology space, then the landscape ecology methods are used to analyze the features of both the whole space and three sub-spaces. For fear of the simple add of sub-spaces leads to misunderstand of space governance issues, the coupling coordination is introduced to argue the interrelationship among the three subspaces. At last, based on the former studies the spatial governance analysis model of key ecology function area is constructed for further discuss. The third part analyses the space governance history progress and landscape of Wufeng County. The main historical events are taken as nodes during the evolution process of spatial governance of Wufeng County, the governance history shows the progress was the evolution of decentralization, marketization and urbanization. The division results of Wufeng County are in accordance with its topography. The whole landscape is typical of mountain area agriculture model features. The coupling analysis result shows the relationship between three sub-spaces is in the low level development coupling coordination status. The fourth part explores the problems of land spatial governance in Wufeng County under the spatial governance analysis model of key ecology function area. When comes to ecology space, the ecology problems about land resource, water resource and forest resource are talked about, and the ecology governance of Chai Buxi national forest park is deeply analyzed to take as an example. The production space is discussed from the primary, secondary and tertiary industry, the tea economy, industry, tourism and transportation space are considered one by one. In the study about the life space, the population structure, the settlement system, the living environment and the public service are four main parts to explore, and then the move of Wufeng County's town is taken as a case of space expand to discuss under the space production theory. The last main part aims to extract the main problems and bring out corresponding suggestions which are around the eco-compensation mechanism, characteristic economy, governance means and legislative authority. Firstly, the status quo of fragile ecological matrix affects the ecological safety, the present eco-compensation mechanism pays too more attention on ecology protection than other two sub-spaces to reduce the protection effect. Secondly, the competitive power of characteristic economy is weak, and the urbanization process goes slowly and unevenly. Thirdly, the government-oriented governance process influenced by the performance examination and the plans of different sectors don't link well. Fourthly, the vague legislative authority leads to the unclear location of the governance actors, and increase the difficulty of carrying out the norms. At last, the corresponding suggestions are given according to the analysis results of issues mentioned before.
