A Study On The Interaction Between The Language Policy In Contemporary China And Social Economic Development

As an important tool and resource of human society, language is one of the most important objects of the governance of a country or a community; to formulate and implement the language policy and planning is also a significant method to its governance. To any country and community,whose formulating and implementation of the language policy and planning, cannot just rely on theory of the language system itself but also need to consider the real situation of social environment and economic development and estimate whether the language policy may adapt to the national development and social needs. Therefore, today's researches of language policy mainly aim to the language work which obeys national and local economic and social development.China is a country which has diverse social language ecology and a long history of language planning. Since New China has founded, the state government has been always attaching great importance to the language planning and language work, formulating and promulgating a series of language laws and policy which guides and maintains China's language work which have made great achievements. From a wide view of China's language policy of different developmental stages,we can figure out that whether the working focus of its language policy or the research perspectives of language planning researchers is changing in new ways with our social and economic development.Especially since the new century has come forward, when the globalization and localization of countries has coexisted and China has put forward the "Cultural Power Strategy" and "One Belt, One Road", the extra value and function of language has increasingly become obvious, which has been the edge tools of social governance, the sources of economic development, the stars of science and technology, tools of international game and the safety factors. As a result, under the background of new era, we need to rediscover the positioning of language work and the utility and significance of language policy.This research focuses the interaction between the language policy of the contemporary China and social economic development as the study object, combining with social linguistics, administrative theory involved in the relationship between language and society and government administrative mode, studying the interaction between different cores of China's language work and social economic development by carding the situation of development of China's language policy; then demonstrate and summarize the interaction modes of each stage, in order to provide some academic references for the formulation of language policy and the administration, teaching and scientific research of language work.This paper is based on the relavant theory of social linguistics and administrative management.And it will make the interaction between China's language policy and social economic development rational by analyzing the relationship between language and society, language policy and society. And then, it will divide the course of the interaction into four periods according to the changes of social environment and the national government administrative function modes: China's founding period(1949-1965), "the Great Culture Revolution" period(1966-1976), the initial stage of reform and opening -up(1978-1999), the integrated development period(since 2000), by which it will set each interaction mode of China's language policy and social economic development as: (1)"instruction-submission"(1949-1965); (2) "out of control-transaction"(1966-1976); (3)"adjustment-recovering";(4) "service-demand"(since 2000). Then, to demonstrate the above four mode and the situation of language work by analyzing specific historical sources,legal documents and policy and real national conditions, public sentiments of language.This study is a brand-new topic which aims to the interaction between language policy and social economic development. On this basis, we can consider our national language work from the perspective of national strategies for development, highlight the social overall and service importance,and expand the studying space of language policy and planning.
