This research based on the world's best city Vancouver,Canada,studies its city plan and cultural practise,analyzes its city brand communication and cultural space distribution,and comes up with "gear effect" which indicating cultural space cluster and media communication are two key factors that drive city cultural building.The core contribution of this research are deeply researched into cultural building mechanism and cultural strategic frame,it will have a significant effect on global city upgrading and development.Content analysis,interview,semiology are major research methods that been used in this thesis With the deeply understanding of Vancouver,this research finds that artist,business,non-profit organization,government,mixed together as a cultural cluster.It is a internal gear power of cultural building of cities.And also,media communication in a stable media environment is a fundamental factor which branding,marketing,experiencing that communication related activities will result in great social and economic benefits.This research is separated into six chapters.The first chapter is about the research significance of the cultural mechanism,with literature review,states the value of "gear effect" to the cultural building research.The second chapter talks about the cultural clusters in Vancouver,Granville island is demonstrated as an instance for the cluster correlation analysis.The third chapter is about city policy and organization departments,Livable regional strategic plan and Vancouver cultural plan2008-2018 are been studied,in order to suggest that policy and organization make the cultural space cluster running well.The forth chapter is research into Vancouver city website to investigate its city branding.The fifth chapter is about media communication of outdoor media in Vancouver,by using content analysis to research the city space as a whole,finding that stable media environment is a key factor of city cultural building,and by investigating cultural festival and activities,the mechanism of exterior power has been found.The last chapter verifies the real life connection of cultural development with economic and social well-being,and make a conclusion of "gear effect" is a great metaphor to understand how cultural running as a way to upgrade cities.
