| With the rapid development of social organizations in China, government management of social organizations is confronted with hitherto unknown change at home and abroad. The cooperation between government and social organizations has become the basic trend in global scope. Economic and social environment of social organizations management by government has also undergone a fundamental change in China. Along with China’s economic system reform and the innovation of social management policies, the traditional management model of administrative control has been unable to adapt to changes in the requirements of the times. Local governments are exploring on social organization management reform in the country, but it is still exposed many problems. In this paper, the author try to explore the reform on social organizations management by governments under the background of cooperative governance, and try to develop historical analysis and comparative analysis based on the basic elements of cooperative governance, and finally try to provide systemic policy recommendations for China’s reform of social organizations management by the government under the background of cooperation governance..According to the analysis of the cooperation governance theory, the basic elements of Cooperation Governance including:goals, organization autonomy, resources complementary, mutual trust and cooperation mechanism. The cooperation between governments and social organizations is based on the common goals; social organizations maintaining the identity in the group; standing on one’s own is the premise of cooperation between the two sides; the driving force of cooperation is that, their resources of social, political and technological are interdependent and complementary; the guarantee of cooperation is the mutual trust between governments and social organizations; the cooperation mechanism of governments and social organizations is focused on the reality of interaction and cooperation system,. These elements are both the condition of cooperation governance and the coordinate system of government’s management philosophy, policy, and method of social organizations managed by governments. In this paper, from the point of view of social organization ’s management, the variables are specified as:government’s policy objectives; social organization’s autonomy; social organization’s resources; mutual trust and cooperation mechanism. These aspects constitute the basic framework of this paper.The first chapter is the introduction, mainly introduces the research background and significance, the current situation in the field of the research status at home and abroad, the research content, the basic framework, the research methods and innovation points about the paper.The second chapter is the theoretical basis and the basic concepts, mainly involves the "cooperative governance", "social organization", "social management", "social organization management of the government ". This chapter describes the basic ideas of cooperation governance theory and the realistic background. Governance conditions are selective analyzed, and on the basis of the analysis, the auther try to extract the basic theoretical framework of the study.The third chapter focus on the historical model of social organizations management of Chinese government. The management policy development stages in our country are divided and discussed deeply on the characteristics of each stage. Then probes on the basic features of traditional mode of social organization management and the existing problems.The fourth chapter is mainly about the research on our local governments’social management innovation practice. Focusing on Shanghai, Beijing, Guangdong and other representative provinces. And exploring the innovation and characteristics of policy objectives, social organization autonomy, social organization resources cultivation, social trust, and cooperation mechanism. And then discusses the problems existed in the reform.The fifth chapter compares the experience of foreign governments’ management of social organizations, selects the United Kingdom, the United States and Japan as three representative countries, systematically summarizes the common practice of governments management and their experiences according to the above analysis framework.The sixth chapter is on China’s social administration reform based on systematic analysis, and puts forward the following suggestions:Forming the government’s social management policy system; strengthening the construction of social organization autonomy; increasing the resources of government’s supportion to social organizations; constructing mutual trust between governments and social organizations; and constructing the cooperation mechanism. All the above aspects are discussed in detail. |
