development of globalization,the construction of corporate social responsibility has become an irresistible trend of development worldwide.In China,corporate social responsibility is lagging behind,the enterprise in the course of economic transition,the lack of social integrity of tax evasion,ignore environmental protection as well as for social commonweal career apathy phenomenon widely exists,since the new century but also reflects the trend of deterioration,social responsibility has become one of the important factors restricting China's economic and social the development of.Due to the negative impact of the lack of corporate social responsibility has huge,so how to promote the economic and social modernization at the same time,the social responsibility of the enterprise construction work is the focus of social problems,but also the focus of the study field of theoretical workers.The construction of corporate social responsibility is directly related to the economic modernization and the construction of harmonious society,people's happiness index increase and complicated system engineering.Strengthen the building of corporate social responsibility in China,is an of the evolution of enterprise social responsibility.The connotation and boundary understanding of corporate social responsibility is the basic premise of the construction of corporate social responsibility,so the first chapter of the thought origin traceability of corporate social responsibility,systematically bud and development at home and abroad as the concept of corporate social responsibility.On this basis,further expounds the connotation of corporate social responsibility and its contents.Finally,the movement of corporate social responsibility has the global influence of Western practice of corporate social responsibility in the process of a few times are briefly reviewed.Research shows that,whether in the West or China,corporate social responsibility theory has a long history,because the concept of corporate social responsibility is the one with the development of the times and the development and change of the concept,its connotation and extension have obvious characteristics,so the definition of the concept of corporate social responsibility should follow the dynamic,diversification and the principle of differentiation.Based on a review of four western classic corporate social responsibility movement can be seen,responsibility idea and theory of social enterprises have a very important guiding function for the practice,and the development of western corporate social responsibility practice will undoubtedly promote the deepening and systematizing the theory research.Chapter three:Governance and Meta Governance:The structure and construction of government behavior in enterprise social responsibility construction.The chapter on the theory of governance and meta governance theory is studied,based on the use of "meta governance" analysis is necessary for the government to "corporate social responsibility in the construction of meta governance" role,the government to adjust its behavior to return to the "meta governance" tools were systematically discussed.The main ideas are as follows:the state or government as "meta governance" body has its own advantages and characteristics,in the country and the government's guidance and under the guidance of "governance",can realize the integration and coordination of social public affairs governance optimization of multi subject,guarantee the order of social governance.Therefore,"Yuan"governance "can reduce the risk of failure of public governance".Our government should also in the building of corporate social responsibility play "meta governance role",the specific contents include the corporate social responsibility governance and corporate social responsibility construction leader,collaborative governance campaigners and supervisor,coordinator of multiple interests four aspects.The role and behavior characteristics according to the government "enterprise social responsibility in the governance process of meta governance",it is necessary to promote the appropriate government coping behavior,to bear the heavy responsibility of promoting the construction of corporate social responsibility,internal demand response to economic globalization,social governance system modernization,the construction of a harmonious socialist society.Chapter four:Research on corporate social responsibility of the government in the construction of "regulation".Further study found that this chapter of the government in enterprise social responsibility in the construction of the "regulation",the unity of corporate social responsibility is the legal responsibility and moral responsibility,as well as the essence of the social responsibility of the enterprise contract,makes the government regulation behavior of corporate government in the process of the construction of corporate social responsibility,must follow the principle of promoting the common governance,governance of government,enterprises and relation among the regulation subject,and promote better other subject to corporate social responsibility effectively.At present,the Chinese government in the construction of social responsibility regulation of enterprises,the introduction of many policies,effectively promote the fulfillment of corporate social responsibility,however,in practice there are some problems,including the social responsibility of the enterprise is not perfect laws and regulations,management system is not perfect,therefore,the need to improve the relevant laws accelerate the reform of regulations,management system and establish the evaluation system of social responsibility to strengthen the Chinese government in the building of corporate social responsibility regulation,in order to play the "regulator" role.Chapter five:Research on corporate social responsibility of the government in the construction of "advocating behavior".Meta governance theory from the perspective of the government to a large extent not compulsory administrative measures to promote the construction of corporate social responsibility,but through the corporate social responsibility initiative to actively guide the publicity construction of corporate social responsibility,also in the implementation of corporate social responsibility in the construction of "advocate" role play.With the corporate social responsibility has gradually been accepted by all social circles,China's central government and local government departments at all levels carry out propaganda work for the construction of corporate social responsibility is gradually strengthening;but,in the advocacy of practice,our government still has some problems,including government departments perception of corporate social responsibility is still to foreign experience,including the UK USA and Sweden government,proposed our country government reform advocates of corporate social responsibility,namely,improve the government and media awareness of social responsibility of enterprises,government departments should strengthen the mainstream media social responsibility of public opinion guidance,and broaden the corporate social responsibility promotion and publicity channels.Chapter six:Research on corporate social responsibility of the government in the construction of"coordination".In the building of corporate social responsibility has multiple stakeholders,including government departments,both non indirect stakeholders as the representative government organizations,social media,industry associations,community,including direct stakeholders to corporate employees,managers,suppliers and customers is the representative;and,their relationship is a perplexing,the interests of the game state,corporate social responsibility is the results of the game between the parties.Therefore,in order to prevent the interests of the game between the parties due to confusion,to effectively manage the diversification of stakeholders,is an important part of effective construction of corporate social responsibility.However,the social responsibility of management is a long-term contact contract among stakeholders;management in the course of stakeholders,the enterprise as one of the core subjects,is an important part of the management of stakeholders,however,it is undeniable that,if only the enterprise management,then this long contact the contract would probably be destroyed.Therefore,one of the most key stakeholders in government as enterprise stakeholders,must give full play to their role,so as to promote the balance of interests between stakeholders.In the meta governance under the guidance of the theory,the government should act as the "coordinator" role,through the coordination of the government and the social responsibility of the enterprise internal stakeholders and the relationship between the government and the social responsibility of the enterprise external stakeholders to achieve a balance between various stakeholders,so as to better promote the construction of enterprise society responsibility.Chapter seven:Research on corporate social responsibility of the government in the construction of "supervision".The government and the market failure in the government determines the importance of meta governance theory from the perspective of a supervisory role in the building of corporate social responsibility.According to the nature of corporate social responsibility,the government to the enterprise society responsibility both in essence is a kind of social supervision,therefore,in the perspective of governance theory,government regulation of corporate social responsibility,and enterprises are other subject cooperation,carry out effective supervision on the corporate social responsibility through the form of cooperation,and the effective supervision of the tools need to be administrative supervision and market surveillance are effectively combined.In this paper,food security as an example,the countries all over the world including China in the food safety supervision and government supervision over corporate social responsibility practice,discovery system,supervision of corporate social responsibility to improve the information disclosure,public participation and supervision actively introduce diversification is better in the world experience and practice.In the fully learn from international experience and the premise according to China's actual conditions,this paper puts forward:the government should establish public supervision and law supervision combined supervision system,and actively promote corporate social responsibility information disclosure and guide social supervision over corporate social responsibility action,regulatory
