| Social management innovation is one of the central themes in building harmonious,orderly and safe China.In recent years,with the constant improvement during the process of industrialization,urbanization,informatization and internationalization,the overall promotion of the system transition and the social transformation in China,especially from planned economy to market economy,from traditional society to modern society,from closed society to opening society,from agricultural society to industrialized and informationalized society,social structure,social operation mechanism and social relations and social values in contemporary China are changing deeply.Meanwhile,with globalization,we reflect on the system,the institution,the mechanism,the concept and the mode of social management in contemporary China through the consideration of’welfare states"after international financial crisis and constant changes of international situation,which brings about the discussions and studies in theory circle about social management and its innovation,an important issue of social development in contemporary China.Therefore,it is a significant theoretical and practical subject in modern times to propose the strategy of innovating social management in China conducted by the Marxist social management thoughts,by entirely and systematically combing and summarizing the development of management strategy of the Communist Party of China and the Chinese Government,by recognizing clearly the current situation and problems of social management in contemporary China and probing into factors in culture,system,institution,system,mechanism,concept and capacity which restrict the social management in contemporary China.Then,the thesis entirely and systematically arranges the social management thoughts of Marx,Engels and Lenin and the sinicization of Marxist social management thoughts of Communist Party of China represented by Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao,and Xi Jinping,and reviews the history of social management in contemporary China and the exploration of management strategy conducted by the Party and the Government in China.Moreover,this research entirely and systematically analyzes and evaluates the practical effects of social management in contemporary China.Consequntly,the thesis raises the methods,countermeasures and suggestions for social management in contemporary China after considering the changes of international situation and domestic environment in China,the challenges triggered by transformation of social structure and operation mode,the problems in social management itself,and the experience and lessons of social management innovation in Beijing,Tianjin,Shanghai,Jiangsu,Zhejiang and Inner Mongolia.The social management pattern in contemporary China runs through three stages:the"monistic"social management by overnment(1949-1978),"government--market"social management(1978-2002)and the"diversified" social management with collaboration of government,market and society.Correspondingly,the social management strategy of the Communist Party of China and Chinese government runs through three stages:emergence,formation,improvement and establishment.Guided by Marxist social management thoughts,the practical effects of social management in contemporary China are notable and show the following tendency:firstly,the social management system is developing systematically and gradually;secondly,the construction of social management mechanism is developing comprehensively;thirdly,the social management system is being legalized and finely divided.Meanwhile,we also should clearly realize that contemporary Chinese social management and innovation is confronted with serious domestic and international environment and challenges and fully understand that Chinese social management is faced with some constraints from social cultural background,institutional arrangement,systems and mechanisms,policies and regulations and ability of management subjects,etc.Therefore,guided by the Marxism,we use Marxist social management thoughts and methods and put forward the following countermeasures and advice for contemporary Chinese social management and its innovation path:firstly,we should innovate the concept of social management in contemporary China with Marxist social management thoughts.Namely,we should adhere to the dominant position of Marxism,set up the value orientation of social management of"social equality and justice" and "people-oriented" social management concept,form the concepts attaching equal importance to social management and people’s livelihood and sticking to the rule of law;secondly,we should build diversified social management pattern ofsocialism with Chinese characteristics;thirdly,we should innovate social management system and deepen the reform of administrative system.We should transform government functions,deepen the internal reform of governments and improve social norm system;fourthly,we should establish the operation mechanism of the whole process of society management in contemporary China.Therefore,it is a must to consummate contradictions mediation mechanism according to classification of different contradictions,to innovate the warning mechanism of screening social contradictions for intensifying source treatment,to innovate contradiction mediation mechanism forstrengthening dynamic management and to innovate emergency management mechanism for resolving contradictions;fifthly,we should innovate social management strategy and improve public security system.We should improve supervision system of public safety,strengthen the management of floating population service,the social management of network space and the construction of social security prevention and control system so that innovative social collaborative systems can promote social self-management;sixthly,we should innovate management evaluation method and vigorously promote the ability of the social management.We should not only advocate the priority of the people’s livelihood,but handle grassroots work well and fully attract the public to promote the management of multiple participants.Besides,rewards and punishments should be equally valued for guiding the behaviors of the social management.With the sinicization of Marxist social management thoughts,social management in contemporary China is developing gradually to the social treatment,which is a leap in practice and theory and an inevitable logic of social development in contemporary China.Social management and its innovation is a complicated and huge task.However,as long as we are guided by Marxist social management thoughts,seeking truth from facts and advancing with the times,we will be able to further promote social management innovation in contemporary China,and to create a good,stable,harmonious and peaceful social order,which is a shared aspiration of the Chinese nation and the whole Chinese people. |
