The Innovation Research Of Social Management Idea And Mechaism In Contemporary China

The human society is a complicated system which composed by the economy,the politics,the culture and many other aspects. To describe and summarize this system "the society", the concept has broad sense and narrow sense. Similarly, the social management also has such two meanings. Looking from the view of human society and the nature division, society and nature are relative, consistent to national scope, the social management is a management to the entire human society, which includes politics, economy, culture etc. There is no doubt that such social management is generalized. The narrow sense of social management refers to a society subsystem management which together with politics, economy, culture etc. variety of subsystems. The society in China's social management is not the broad society relates to the nature, actually it is in parallel with politics, economy, culture management, mainly involved the social public affairs close to human beings'daily life, that is, social management in narrow sense. The narrow social management is an action or process that the government, social organization and citizen individual organize, coordinate, supervise and service every link of social life, social public affairs and social organization, it can promote a good run of the society, accelerate the achievement of social objective.This article first describes social management's theory as well as related concepts in social management, analyzes the prominent problem in China's current social management. Such as the centralized management thought in planned economy time's still makes sense, the development views of "economic growth is the hard truth" government carries out, the government's function transforms poor, the social organization develops slowly and the difficulties of public benefit demands and expression realizes etc. All in all, these questions are the results of immature social management idea and imperfect the social management mechanism. So we must study social management question from the point of views of social management idea's transformation and social management mechanism's innovation. Transforming the social management idea should transfer "the control idea" to "the service idea", from "the centralized management" to the "multi-participate idea", from the traditional "the subject people and private people's idea" to "the citizen's idea". At the same time, making the community as the core carrier of social management, and building a socialized public service mechanism and the diversification of social management participating mechanism.
