Information Resource Sharing Model Between Local Government And Promoting Mechanism Research

With the deepening of the transformation of government functions and theaccelerating pace of information construction, increasing the intensity of the use anddevelopment of local government departments for information resource, to solve theproblem of information resource sharing between local government departments, toachieve mutual collaboration and cooperation of the various departments and varioussectors, forming the market mechanism of the information resource sharing, andproviding one-stop service to the public as the center, has become the urgentrequirement in the current government information.Information resource sharing between local government departments is the needto promote the government’s management more scientific and efficient, the need toadapt to the inherent requirements of the e-government, and also the need to promoteChina’s information industry and national economic development. Increasingly rich ofthe government information resources, the constant improvement of the e-governmentpolicy, and the rapid progress of IT development, makes full sharing of informationresource between government departments is no longer on paper.Starting from the theoretical basis of the government information sharing, andabsorbing the results of previous studies, the research of the mode and mechanism forpromoting information resource between local government departments expand thespecific analysis of the mode of information resource sharing between governmentdepartments, the difficulties and obstacles of information resource sharing betweengovernment departments, and the mechanism for promoting information resourcesharing between government departments.This paper first describes the background of the topic, research significance,basic concepts, research results at home and abroad. And then analyze the feasibilityand necessity of information resource sharing between local government departmentsand describe the theoretical basis of the study. The core part of this paper is: Firstly, starting from the three models of vertical inter-departmental information sharingmodel, horizontal inter-departmental information sharing model andcompartmentalization between information sharing model to analyze the informationsharing models between government departments. Secondly, combined with theactual information resource sharing of Wuxi City government, analyze the practicaldifficulties and impact factors of information sharing between governmentdepartments. And deeply analyze the barriers to information sharing betweengovernment departments from the perspective of the flow of power, the flow ofinterest, and the flow of information. Thirdly, systematically put forward ideas andsuggestions to establish and perfect the mechanism of information sharing betweengovernment departments from the four aspects of the power mechanism, monitoringmechanism, protection mechanism, assessment mechanism.Information resource sharing between local government departments is asystematic project. It is not just the use of IT to achieve simple data exchange. Itrequires optimal adjustment of the Government in all aspects, through theorganizational structure, management functions, operation mode, and workflowoptimization, by means of continuous reform and innovation in governmentmanagement, to fundamentally improve the level of government management andservice to the community.
