Research On The Optimization Of Government Information Resource Sharing Mechanism In Lanzhou Under The Background Of Big Data

Big data is a new stage in the development of information technology.With the p rogress of information technology,it converges with human production and life,and t he rapid popularization of the Internet,the global data shows the characteristics of exp losive growth and massive agglomeration.The deep development and utilization of m assive data has attracted continuous attention all over the world.All countries in the w orld regard promoting economic digitalization as the main driving force to realize inn ovation and development,and have made forward-looking deployment in big data rela ted fields,data open sharing,etc.The role of big data in the field of government affair s is increasingly prominent.In China,the CPC Central Committee and the State Coun cil attach great importance to the promotion of government information work in the er a of big data,and have issued relevant documents to guide this work.Under the backg round of the development of national government work combined with big data,the in tegration of government information resources is accelerated,and how to share the ma ssive data information after integration is the main thinking problem faced by local go vernments.Therefore,based on the reality of Lanzhou government information resource shar ing,this paper chooses "Research on the optimization of Lanzhou government inform ation resource sharing mechanism under the background of big data" as the topic,tryi ng to study the optimization of Lanzhou government information resource sharing me chanism.This paper takes Lanzhou City as an example,from the perspective of holisti c government theory and service-oriented government theory,combined with the era background of rapid development of big data,comprehensively uses literature research,case study,questionnaire survey,interview and other research methods,starting fro m the context of the development of government information work in Lanzhou City,a nalyzes the integration of government information resources in Lanzhou City,and ana lyzes the integration of government information resources in Lanzhou city The optimi zation of the sharing mechanism of government information resources is put forward.We find that there are some problems,such as imperfect organizational structure,imp erfect sharing coordination mechanism,lax supervision,insufficient sharing carriers,i nsufficient local laws and regulations and talent support,and analyze the reasons for t he above problems,including incomplete top-level design of organizational structure,lack of trust and cooperation between departments,unclear sharing rights and responsi bilities,and insufficient guarantee mechanism.Based on the advanced experience of t he sharing mechanism of government information resources in Shanghai,Hangzhou,Guiyang,Nanjing and other regions,this paper puts forward countermeasures and sug gestions such as strengthening the organization,improving the policy guidance,clarif ying the main body and content of data resource sharing,strengthening the manageme nt and application of data resources,improving the assessment system,and strengthen ing the guarantee mechanism,so as to further clarify the optimization of the sharing m echanism of government information resources in Lanzhou The purpose of this paper is to provide useful reference for Lanzhou city to further improve the level of informat ion management and speed up the construction process of smart city.
