Developing socialist democratic politics and constructing socialist political civilization are the crucial purposes of completely constructing a well-off society. The Communist Party of China is the leading party and the governing party. To develop the inner-party democracy plays a essential role in developing Chinese characteristic socialist democratic politics,constructing socialist political civilization and pushing forward the modernization of governing system and capacity of China.Seeing through the governing history of The Communist Party of China in the past more than sixty years, we can conclude that the historical position of The Communist Party of China has been changed, and the self-construction of The Communist Party of China has both experience from success and lessons from failure.The inner-party democracy of CCP is being steadily pushed forward, and has gained great achievement. Like the self-construction of The Communist Party of China, the inner-party democracy has gone through persistence and perfecting, flexural developing, consummating developing. Since The Open Policy, The Communist Party of China has been taking the inner-party democracy as its life. The inner-party democracy is systematic project, whose success or failure is closely related to the election, the decision, the management, and the supervision within The Communist Party of China. However,the state of the inner-party democracy is closely connected with democratic subjects,decision-making democracy, and the actual forms of democracy. In the present, there many problems with the representative subject of the inner-party democracy, the mechanism of the system of decision-making democracy within The Communist Party, and the actual forms of the inner-party democracy, which restrict the further development of the inner-party democracy.The reasons that cause the problems of the inner-party democracy can be perceived from various aspects such as, the practical confusion caused by the imperfection of the theory of inner-party democracy, the deficiency of the systematical construction, and the incentive deficiency during the actual work. Marx, Engels, Lenin provide The Communist Party of Chinese with theoretical origins of inner-party democracy on the issue of democratic theory.After this foreign theory was applied to Chinese practice, the localization of inner-party democracy theory brought about troubles to the inner-party democracy. The rules and regulations within The Communist Party, rooted in The Party Constitution, are the principles used to regulate The Party organization's work and activities, and the behaviors of The Party members, the reference according to which The Communist Party's construction and work are pushed forward, and the basis on which The Communist Party's self-management conduct. In the process of The Communist Party's construction, systematic deficiency on democratic election, democratic decision-making,democratic supervision and democratic management, and the incoherence of various systems,and that sometimes the hidden rules dominate, all these above together greatly restrict the development of the inner-party democracy.In the field of Chinese characteristic democratic politics, many experiences are waiting to be found, analyzed and concluded. The development of inner-party democracy must be on the basis of the past experiences which set the principles for democratic construction within The Communist Party of China in future. The following four experiences—unifying party members'right and The Party's leadingship, emphasizing the combination between actual democracy and democratic form, the fact that negotiating democracy is an important form of inner-party democracy, the sufficient and effective interaction between the democracy within The Communist Party and the democracy of the people—are particularly important and worth paying attention to. According to the actual situation about China and The Communist Party, the future democratic construction would conduct and go further around these four experiences.The practical experiences of the inner-party democracy is about what kind of democracy to develop and how to develop, about what kind of a party to construct and how to construct, and therefore, they determine the core and key of democratic political construction of Chinese characteristic socialism.Since The Open Policy, China has found a political developing road suitable for the local industrialization and modernization and has established Chinese characteristic democratic political model. The current democratic system of The Communist Party of China is historically rational, and is the product of the present situation about the world, the country, the Party, the time and the environment. Democratic construction within The Communist Party of China conducts from practice is to deeply analyze and understand the space and time the democratic construction dwells in and the characteristic reflected from the current time within current economical, social and political requirement and restriction. Chinese characteristic socialism is still in the early stage, and the most obvious fact is that the inner-party democracy is in the early stage. To strengthen the inner-party democracy is firstly to strengthen the theoretically systematical construction, to make clear the theoretic system, to strengthen the study on the application of theory,so as to make theory's "what" and theory's "how" coherent. We should push forward the Party's construction in an innovative and creative spirit and strengthen the inner-party democracy through the basis that ensuring party members democratic right and the starting point that perfecting the actual forms about party member subject and inner-party democracy.
