Since the new China,especially since the reform and opening up,regardless of the volume or quality,the development of civil affairs significantly.In spite of this,so far,many areas of civil affairs,especially in the field of social welfare and social assistance"urban-rural duality" phenomenon is still serious,according to the measurement of this study,the overall level of urban and rural integration is 0.58,"urban and rural development level Urban and rural coordination level is only 0.39,and regional differences are also very obvious in 2015,Gansu,Hubei and Zhejiang urban and rural low security difference were 87.3%,81.2%and 14.6%.This means that civil rights in the field of civil equality is not optimistic,seriously restricting the level of economic and social integration of urban and rural development,thus hindering the pace of our social construction.In general,there are many factors that affect the realization of the rights of civil society,both related to the subjective ideology,but also with the objective policy system.This study argues that the most important thing in the field of civil affairs to influence the realization of the rights of civil society is the objective policy system rather than the subjective values,because in terms of ideology,with the "efficiency and fairness,pay more attention to fairness" development concept Established,the realization of the subjective basis of social rights already available.However,in the objective policy system,but there are many constraints of civil and urban integration elements:First of all,the size and structure of the financial expenditure of civil affairs restricts the integration process of urban and rural areas.According to the International Monetary Fund,in 2009 China's central government in the social security expenditure accounted for only 5.1%over the same period other IMF member countries,whether federal or single country are more than 60%,most of them are more than 80%.Tt means that the integration of urban and rural financial needs can not be effectively supported by the national finance.Secondly,the social organization management system restricts the process of integration of urban and rural areas.Since the integration process of urban and rural development is constrained by limited financial support and inefficient financial input.Then,the development of social forces,the development of social organizations has become an inevitable choice to promote the integration of urban and rural areas.However,on the one hand,the registration system restricts the growth of social organizations.On the other hand,the internal development of social organizations in China is not enough,a large number of social organizations lack of professional and professional personnel.At the same time,China's existing government to the social organizations to purchase public services,the breadth and the degree of regulation need to be improved,which is not conducive to the survival of social organizations to improve the situation.Third,the supply of civil law system restricts the process of urban and rural integration.The existing civil law system not only does not fully reflect the concept of equality of social rights,but also has many problems to be solved on the scale and level.In view of the above problems,scholars put forward a variety of programs.This paper argues that the general idea to solve the above problems is to promote the transformation from the traditional social policy with the "redistribution" as the core to the developmental social policy characterized by social investment.Because the characteristics of the development-oriented social policy" focus on participation and fairness of opportunity" fit the essential requirements of social rights,and its "pluralism tendency" and "pay attention to the coordinated development of economic and social development" features also guarantee the realization of civil society rights.Therefore,the transformation of the current civil development,not so much a "system" type of social policy transition has not been successful,rather that the system of social policy itself is not the cure of these"disease" the best "recipe." The experience shows that under the background of post-industrialization and globalization,no matter whether the social policy of "filling in the deficiency" or the "institutional" social policy can not meet the "rights and interests"requirement of "social rights" and the increasing financial load,Only by the development of social investment or productive characteristics of social policy can not only make up the"fill" type of social policy,but also beyond the institutional social policy,coordination of economic and social development,to avoid "welfare state" financial difficulties,Which fit the strategic choice of economic and social development in China.
