The Research On The Construction Of Governance-oriented Township Government In Gansu Ethnic Autonomous Region

Township government in ethnic autonomous region is different from the township government in general,it is to assume a more rich functions in a more comlpex environment,it is an important variable of ethnic political relations,its governance determines the level of ethnic autonomous areas of agricultural herdsmen?s satisfaction to the existing ethnic political system,and they will feedback the satisfaction to the ethnic political order in a certain way,form or identity maintenance or conflict with ethnic psychological emotional confrontation,eventually condensed into specific ethnic relations.This is a logical characterization of ethnic autonomous areas of township government,which is the most direct public resources supplier of harmonious ethnic relations,ethnic autonomous areas development,as well as the ideal arena of national adaptation of ethnic political relations.And the improvement of the level of governance depends on the construction of the governance-oriented township government.This article takes the 6 villages and towns of S County,J county and L County in Gansu ethnic region as the research case,based on the context of the modernization of national governance system and governance capacity,combing the changes of China's township government governance and the governance environment of the township government in Gansu ethnic region,describing the function,power and personnel's operation logic in the process of the township government of Gansu ethnic autonomous region by pround field research using interviews,questionnaires and other methods of ethnology.Based on these,the strategies for the adjustment of government functions,powers and personnel in Gansu ethnic autonomous areas are discussed placed in the paradigm of governance.At last,this paper explores the concept and logic of governance township government in Gansu ethnic autonomous region.Introduction describes the research background and significance,defines the core concept of "national ethnic areas" and "township government" and "governance".It reviewes the related research from the "development" of national ethnic areas and political angle and township government management in Ethnic Regions "perspective of governance of the township government of ethnic autonomous areas,and describing the basic theory and research methods,research route,research contents and research datas.The first chapter is the governance ecology of the township government in the ethnic autonomous region of Gansu.Governance ecology is the basis for the selection of governance.This chapter describes township government governance field of S country,L country and J country,and analyses their governance matrix,then analyses the interaction between the governance ecology and the evolution of the township government in Gansu ethnic autonomous region,which is based on their governance space and governance evolution.At last,this chapter reflects the governance trend of township government in Gansu ethnic autonomous region.The second chapter is the functions of township government in Gansu ethnic autonomous region.Government functions are the goals of government operation,and they are also the basis of power allocation and personnel optimization.First of all,it defines the concept of function and government function,and refines current universal function construction of township government in Gansu ethnic autonomous region using ethnographic method.Then the functions of township government are reposed by public service,township economy,national grassroots social governance and ecological environment.The third chapter is the power of township government in Gansu ethnic autonomous region.Firstly,it illustrates power related theory,then analyses the power construction of township government in the perspective of power game between each other in a spatial pattern containing country,township,village and religious organization.The forth chapter is the staff of township government in Gansu ethnic autonomous region.Firstly,it combines the status of the scale and structure of the township government staff in Gansu ethnic autonomous region,then analyses the scale,ability and career development of staff,also analyses the impacts of ethnic groups on promotion of ethnic cadres,inter ethnic relationship and grassroots masses.The fifth chapter is the governance adjustment strategy of the township government in Gansu ethnic autonomous region.This chapter discusses how to realize the functions,powers and personnel of the township government in the national autonomous region of Gansu in the context of governance,which is more orderly and standardized operation.The last part is the conclusion.This part suggests that township government in Gansu ethnic autonomous region should construct governance government from concept and logic to realize the transformation from the service oriented government to the governance government on the basis of the theory of ethnic conflict theory,ethnic integration theory,stakeholder theory and governance theory.
