Thanks to its edge in significantly improving management efficiency,project management has been gradually applied to such fields as military,business and education.Although experts and scholars at home and abroad have made fruitful achievements in theoretical researches on this front,which have in turn offered meaningful guidance to practical project management,high rate of project failure is yet to be reduced.All of this indicates that the problems existing in the project cannot be resolved by putting the main focus on the project team,thus pushing the researchers to shift their attention to those beyond the team,namely the stake-holders.As the trend of coordination and distribution of responsibilities among different social organizations is growing,it has become a common practice that multiple parties may engage in and complete a single project.Therefore,it is apparent to see that the key to the success of a certain project lies in maintaining stable and reliable relationships between different stake-holders.Towards this end,we have to elevate our research perspective from project management to a higher level----project governance.In this thesis,the author defines and classifies different stake-holders of low-income housing projects,and conducts an economic analysis of the evolution of the governance structure of low-income housing projects.Moreover,the author analyzes the basis required for establishing sound relationships among different stake-holders and the approaches necessary to governing such relationships under the framework of the game theory,which finally leads to the proposal of certain optimization principles and specific strategies guiding the governance.In a nutshell,this thesis consists of the following research aspects:(1)A systematic review of domestic and international literature in this field.In Chapter Two,the author conducts a thorough review of different branches of the governance theory(for instance,public governance,urban governance,global governance and corporate governance,etc.)before giving an introduction of the current state of relevant researches.Then,the author elaborates the main points and research findings of the role theory and discusses the research agenda of the game theory as well as its application in project management.(2)A comprehensive analysis of the governance of low-income housing projects at the level of team management.On the one hand,the author reveals the relationships between different stake-holders in the project management process and introduces the idea of cooperative management as well as the features,functions and principles of the project management system,which have laid the groundwork for further explaining the governance structure and conducting a game analysis of relational governance of low-income housing projects.On the other hand,the author identifies obstacles existing in the governance structure.Given a clear definition of the project value as well as the connotation,objectives,structure and mechanism of low-income housing project governance,the author further divides the governance cost and discusses the influence it may exert on the evolving of the governance patterns.(3)A further game analysis of relational governance of different stake-holders of low-income housing projects.Analyses in this part are carried out from the following five aspects: failed project alignments,game analysis of relational governance of different stake-holders,game analysis of different stake-holders of low-income housing projects,collaboration and game between different stake-holders either with a definite revenue or a vague one.Through building a game model,the author studies both cooperation and competition between different stake-holders,introducing a more proper plan to distribute revenue.According to the study,only when different stake-holders of low-income housing projects cooperate and compete with each other simultaneously can the maximum project profits be achieved.Furthermore,by correcting the calculation method of the solution to collaboration and game,the author proposes not only a more proper plan to distribute revenue but also one that could be adopted when different stake-holders engage in non-complete cooperation and competition with a vague project revenue,making it better targeted towards the current situation of low-income housing.To follow,the author conducts a game analysis of the principal-agent relationships existing between different stake-holders under governmental regulation,identifies their behavioral features and causes,and puts forward a series of measures to optimize government's regulation of low-income housing.To put it more specific,the author identifies different roles that different stake-holders play as the subjects,objects and guarantee objects under governmental regulation,analyzes different goals of different stake-holders of low-income housing under government's supervision,and studies multiple principal-agent relationships existing between different stake-holders as well as their evolving process and competitions they bring about.Through building a dynamic game model,the author studies the competitive relationship between the central government and local governments while an incomplete information model is established to research the game relationship between local authorities and real estate developers.In light of the above game analyses,the author points out several problems emerged in the regulation process and analyzes interactions between different stake-holders and their respective behavioral choice under such regulation.(4)The establishment and optimization of the structure guiding the governance of stake-holders of low-income housing projects.In this part,the author clearly defines the subjects,objects and boundaries of the structure and delimits multiple layers within,thus putting forward the principles guiding the structure's establishment,for instance,ensuring balanced profits,making dynamic adjustment and attaching due importance to each stake-holder's interests.Last but not the least,the author offers certain strategies to improve the structure.
