A Study On The Modernization Of State Governance From The Perspective Of Capital

Globalization is,in effect,the "globalization" of capital,which means that the principle of capital competition and capital appreciation has expanded to the whole world.Since the reform and opening up,we have introduced international capital and market mechanisms,reformed the planned economic system and established a socialist market economy system.However,with the deepening of the reform of socialist market economy,during state governance,the superstructure lacks the limit of power,and economic foundation lacks the constraint of capital.So far,the modern state governance system compatible with market economy has not formed.National governance is in time of the difficulties,which are the contradiction between government power control and capital appreciation impulse,and contradiction between the power worship and capital wealth chasing.The reason for difficulties is very complex.Its historical reason lies in that the residual of the planned economy system is very deep.Its real reason is that local protectionism impedes the flow of capital and monopoly industries limits non-state owned capital,but most important institutional reason lies in that the reform of market system and administrative system did not succeed.On the earth,the relation between the government and the market is in a distorted state for a long time.National governance modernization should draw on foreign governance experience.Japan flexibly implemented the policy of government’s full control of the economy,the government leading the economy,and restricting the government-led economy.Latin America advocates free market mechanism,global trade liberalization and capital globalization,opposes state intervention and achieves economic take-off,but causes financial crisis and falls into the "modernization trap".Asia’s "four dragons" advocated "economic prioritization",implemented the export-oriented economic development strategy and established a government-led market economy.From foreign governance,the government leads economic development and uses domestic and international markets and resources,which is good experience,but we should be aware the new liberalism,guard against financial risk and avoid falling into "modernization trap".National governance modernization has its "three-dimensional" construction.From the theoretical construction dimension,different from that the capitalist countries governance regards capital as its core,we need to form a "people-oriented" governance value orientation,which will guide the governance practice.From the practical dimension,in the modern state governance,we should not only adhere to the people’s main body status,mobilize enthusiasm,initiative and creativity of the people,but also explore the new mode of modern state governance,which means that the government and social capital are in the cooperation.In the same time,we should grasp the capital logic of modern state governance,and realize an organic combination of capital use and capital surpass,restrict capital negative impact,make capital interests benefit people,which will form a "people-oriented" governance system of modernization.From the system construction dimensions,we use socialist system to rectify the market economy,realize an organic combination of the superiority of the socialist system and the dynamic combination of market economy,establish the socialist market economic system which is advantageous to the comprehensive development for human being.We strengthen the social construction in the improvement of the livelihood of the people and innovation of social management,form the "people-oriented" governance system arrangement.National governance modernization highlighted Chinese characteristics.First,we should uphold to development and perfect the "people-oriented" People’s Congress System,construct platform on which people became their own masters,guarantee people’s democratic elections democratic decision-making,democratic management and democratic supervision by the law,enjoy a wide range of democracy freedom and rights in the Constitution and the law.Secondly,we should believe that the party must lead the people to govern the country.The party of China is not only Leaders and organizers of national governance,but also the firm executor to govern the country by law.We should serve the people,rely on the people,benefit the people and protect the people.Thirdly,we should persist in the direction of socialist market economy reform.We should regard the promotion of social fairness and justice and the improvement of people’s well-being as the starting point and the foothold.We should deepen the reform of the market economy system,deal with the relationship between government and market.We think that the market must play a decisive role and the government must play better role in the allocation of resources.The government and the market practise collaborative work.Urgently,we should deepen the reform of national management system and mechanism,establish modern state governance and the governance ability compatible with the socialist market economic reform system and realize the modernization of national governance.
