This dissertaion introduces the concept of effective system, determined the standard of evaluation effectiveness about this, what consist of target scientific, rationality process, long-term target, and in accordance with these standards to design "college counselor System Effectiveness Questionnaire" for students and teachers, and then conducted a questionnaire survey in "985" universities belong to the subordinate Hubei University,"211" universities, provincial general undergraduate colleges and universities, colleges and universities in Independent College and the Provincial Higher Vocational. We choose5colleges or universities from these different category universities to survey. And use the fuzzy comprehensive evaluation method to survey the data of statistical analysis, get the students and teachers to quantify the effectiveness of the attitude system of university counselors, teachers and students agree that the effectiveness of college counselor system level is "general". That is to say, students and teachers on the effectiveness of college counselors system is not completely negative, but the satisfaction is not high, in fact, there's no dispute on the system is low efficiency.So, what are the characterization of college counselors system inefficient? There have six problems include the theoretical basis of the system is relatively backward, the legal system is relatively low, the existence deviation on the direction of the system, the deletion on counselor team professional construction, the work methods is too old, and the occupation ability is not strong,etc. These problems leading to abnormal development of students, let the college counselor system become a mandatory education system.Why the system of University Counselors inefficient?
